ANDREW PARMOUS POWNALL, Petitioner SECOND AMENDED NOTICE OF HEARING To: The Honorable Solicitor General, 134 Amorsolo St., Legaspi Village, Makati City; Andrew Parmous Pownall, 84-B Finback Street, West Kalayaan, Subic Bay Freeport Zone 2222, Subic, Zambales; and To All Whom It May Concern: Whereas, a verified petition for Naturalization has been filed with this Court by Andrew Pamous Pownall on July 18, 2006, a copy of which is attached hereto, alleging, among others, that he was born on April 18, 1962 at Great Yarmouth, Norfolk, England, he arrived in the Philippines on September 19, 1986 as per certification of the Bureau of Immigration, Manila, that before migrating to the Philippines, he was a resident of Great Yarmouth, Norfolk, England, and he was a citizen of Great Britain; petitioner since 1986 and as of this date maintains a dwelling house in Sangat (also known as Tangat) Island, Coron, Palawan, however, he is presently residing at 84-B Finback Street, West Kalayaan, Subic Bay Freeport Zone 2222, Subic, Zambales; that his witnesses are Mr. Leland P. Ronquillo and Mr. Reginaldo S. San Juan of Antipolo City and Quezon City, respectively, copy of the affidavit of said witnesses are attached to the petition. Notice is hereby given that said petition will be heard by this Court on February 22, 2008 at 8:30 o'clock in the morning. In accordance with law, let this Notice and the attached petition, be published at petitioner's expense once a week for three (3) consecutive weeks in the Official Gazette and in a newspaper of general circulation in the province of Zambales and Olongapo City where the petitioner resides. The Petitioner is able to read, write and speak English and Filipino which are the principal languages used in the Philippines. II. The Petitioner since 1986 and as of this date maintains a dwelling house in Sangat (also known as Tangat) Island, Coron, Palawan, however he is presently residing at 84-B Finback Street, West Kalayaan, Subic Bay Freeport Zone 2222, Subic, Zambales since April 2005, where he and his family resides. III. The Petitioner is legally married to Edith Salico-Pownall a Filipino citizen. They were married on October 10, 1993 in Concepcion, Busuanga, Palawan. His said wife was born on October 23, 1969 in Borac, Coron, Palawan. She is presently residing at 84-B Finback Street, West Kalayaan, Subic Bay Freeport Zone 2222, Subic Zambales. The Petitioner has two (2) minor children from Edith Salico-Pownall who are Filipino citizens and presently residing at 84-B Finback Street, West Kalayaan, Subic Bay Freeport Zone 2222, Subic, Zambales namely: a. Mikyla Pownall was born on 19 November, 1993 in Pasay City, Metro Manila. b. Tania Guy Pownall was born on 5 November, 1995 in Pasay City, Metro Manila. IV. The Petitioner has enrolled his said two (2) minor children at the Casa Kalayaan Learning Center, a private school at Subic Bay Freeport Zone, Subic, Zambales, recognized by the Department of Education, Culture and Sports (DECS), where Philippine History, government and civics are taught and prescribed as part of the school curriculum and where enrollment is not limited to any race or nationality. V. The Peittioner together with his wife Edith Salico Pownall is the owner/operator/ proprietor of Sangat Island Reserve and Marine Services, a world known beach/ scuba diving resort situated at Coron, Palawan, from which he derives an average monthly income of Pesos: Fifty Three Thousand Pesos (P53,000.00) Pesos. His wife as the co-owner of Sangat Island Reserve derives an average monthly income of Pesos: One Hundred and Seventy Thousand (P170,000.00) Pesos. VI. The Petitioner shall never be a public discharge. He is of good moral character. He believes in the principles underlying the Philippine constitution and has conducted himself in a proper and irreproachable manner during his entire period of residence in the Philippines in relation with the duly constituted government as well as with the community in which he lives. He has mingled socially with Filipinos and has evinced a sincere desire to learn and embraced the ideals, customs and traditions of the Filipino people. He has all the qualifications and none of the disqualifications under the Revised Naturalization Law (Commonwealth Act No. 473) VII. The Petitioner is not opposed to organized government or affiliated with any association or group of persons who uphold and teach doctrines opposing all organized governments. He is not defending or teaching the necessity or propriety of violence, personal assault, or assassination for the success and predominance of one's ideas. He is neither a polygamist nor a believer in the practice of polygamy. He has not been convicted of any crime involving moral turpitude. He is not suffering from mental alienation or from any incurable contagious disease. That Great Britain of which he is a citizen or subject is not at war with the Philippines and grants to Filipinos the right to be naturalized citizens or subject thereof. VIII. It is the true and honest intention of the Petitioner and in good faith to become a citizen of the Philippines and to renounce absolutely and forever all his allegiance and 11. The Petitioner will reside continuously in the Philippines from the date of filing of this Petition up to the time of his admission to Philippine citizenship. IX. The Petitioner's character witnesses are: Leyland P. Ronquillo and Reginaldo S. San Juan, both Filipino citizens, of legal age and residing at Antipolo City and Quezon City respectively. They have voluntarily executed sworn statements in support of this petition. X. The Petitioner has duly complied with ALL the requirements of the Revised Naturalization Law by filing a Declaration of Intention to become a citizen of the Philippines with the Office of the Solicitor General. Attached hereto as Annexes and made an integral part hereof copies of the following 1. Valid Passport 2. Title and other proofs of ownership of Sangat Island Reserve and Subic residence. 3.
