Kalaw Street, Phone (632) 525-3196/(632) 525-1748 IMPLEMENTING RULES AND REGULATIONS OF REPUBLIC ACT NO. 10124, OTHERWISE KNOWN AS "AN ACT CHANGING THE NOMENCLATURE OF THE TONDO CONGRESSIONAL DISTRICT LIBRARY IN TAYUMAN, TONDO, MANILA, INTO SENTRO NG KARUNUNGAN LIBRARY, APPROPRIATING FUNDS THEREFOR AND FOR OTHER PURPOSES" Pursuant to Section 4 of Republic Act No. 10124, the following Implementing Rules and Regulations are hereby prescribed to carry out the provisions of this Act. Rule I PRELIMINARY PROVISIONS SECTION 1. Title. These Rules shall be known as the "Rules and Regulations Implementing Republic Act No. 10124." The Sentro Ng Karunungan Library law. SEC. 2. Purpose. - These Rules are promulgated to prescribe the guidelines for the implementation of the Sentro ng Karunungan Library law, taking into account Republic Act No. 7743, otherwise known as "AN ACT PROVIDING FOR THE ESTABLISHMENT OF CONGRESSIONAL, CITY AND MUNICIPAL LIBRARIES AND BARANGAY READING CENTERS THROUGHOUT THE PHILIPPINES, and APPROPRIATING THE NECESSARY FUNDS THEREFOR AND FOR OTHER PURPOSES." SEC. 3. Declaration of Policy. It is hereby declared the national policy to promote the moral and intellectual wellbeing of the people, elevate the literacy level of every Filipino to the end that illiteracy is eradicated; and recognized the vital role of knowledge and information in nation building by establishing public libraries in every congressional district, city and municipality and reading centers in every barangay throughout the Philippines. Rule II STATUS OF THE LIBRARY SEC. 4. Official Name. -The official name of the library is SENTRO NG KARUNUNGAN LIBRARY, formerly Tondo Congressional District Library. SEC. 5. Areas of Coverage. As a Congressional Library, the Sentro ng Karunungan Library primarily serves as the district library of the Second Congressional District of Manila comprising roughly half of the land area of Tondo. However, it is open to serve the library needs of the other Congressional Districts of Manila. SEC. 6. Administrative Supervision.-The SENTRO NG KARUNUNGAN LIBRARY shall be under the Administrative supervision of the National Library of the Philippines, herein after referred to as "NLP". However, administrative control shall be shared with the HONORIO M.C. LOPEZ TECHNICAL INSTITUTE INC. which administers and monitors the daily operation of the building housing the library. Rule III LIBRARY PERSONNEL SEC. 7. Appointments. Upon the written recommendation of the incumbent Representative of the Second Congressional District of Manila, the Director of the NLP shall appoint all personnel of the Sentro ng Karunungan Library subject to Civil Service Law, rules and regulations. SEC. 8. The Library Staff. -The Sentro ng Karunungan Library shall have the following personnel: 1 Librarian III (SG 18) 1 Librarian II (SG 15) 1 Administrative Assistant III/Secretary (SG9) 1 Administrative Assistant II/Encoder (SG8) 1 Administrative Assistant 1/ClerkMessenger (SG1) 3 Utility (Contractual) all of whom, except contractual employees, shall possess the required Civil Service eligibilities and whose basic salaries, allowances and benefits shall be the same as those enjoyed by employees of the National Government occupying similar or equivalent Salary Grades, and shall be taken from the annual appropriations of the Sentro Ng Karunungan Library. The above staff complement shall be augmented by the services of the NLP staff who shall be paid monthly honorarium subject to government accounting and auditing rules. SEC. 9. Third Party Technical Group.Upon the written recommendation of the Chairman of the Honorio Lopez Technical Institute Inc., the Director of the NLP is hereby authorized to contract the services of a highly qualified professional group to undertake a specific work or job requiring special or technical skills not available in the library, including the library's barangay and school projects, to be accomplished within a specific period which in no case shall exceed one year, that performs or accomplishes the specific work or job under its own responsibility with a minimum of direction and supervision from the NLP. SEC. 10. Services. - Subject to applicable Government rules and regulations, the Director of the NLP is hereby authorized to enter into service contracts with private agencies to provide security and janitorial services to the library, chargeable against appropriations of the Library. SEC. 11. Discipline. The rules and regulations of the Civil Service Commission on the discipline of all library personnel shall be enforced by the Director of the NLP. Rule IV ADDITIONAL ROLE OF THE LIBRARY SEC. 12. Related project.-The Sentro ng Karunungan Library is hereby authorized to undertake such other related projects as may be consistent with the Declaration of Policy of Republic Act No. 7743 in the furtherance of the VISION of the Sentro ng Karunungan Library which is to establish an institution for the collection of relevant books, reading materials, records information technology materials, tapes, photographs, films, etc. intended to inspire people in all walks of life to seek knowledge and enlightenment about this ever-changing world; and thereby become a leader in this part of the country in building and sustaining a literate community transforming lives through learning and understanding. |
