SALE OF PUBLIC LANDS

Notice is hereby given that the Department of Environment and Natural Resources, National Capital Region, Land Management Sector, in pursuance to Administrative Order No. 38 dated April 19, 1990, will sell at LMD-DENR-NCR, through sealed bidding to the highest bidder on January 31, 2012, the tract of land situated at W. Bicutan (Pinagsama), Taguig City, which is specifically described below, to wit:

All bids must be sealed and submitted to the above-mentioned Division, on or before the hour and date stated above and plainly marked "Bid for Land Described in Application No. IGPSA 007607-1322" Bids must be accompanied with cash, money order, treasury warrant, certified check, cashier's check or manager's check for a sum equivalent to 10% of the bid. Then a bid is withdrawn after the highest bidder is determined, the corresponding deposit therefore shall be forfeited to the government. No bid shall be less than the appraised value of land. The right is reserved to reject any or all bids.

The successful bidder if other than the applicant must reimburse the latter of the value of the improvements and the expenses for the publication of the Notice of Auction and the survey of the land.

The right to lease the land will be awarded to the person offering the highest annual rental, which shall not be less than three per centum (3%) of the value of the

land plus one per centum (1%) of the value of the vale of the proposed and/or existing improvements. existing improvements. In order that a person may be entitled to participate in the bidding, he must be a qualified public land applicant, and must, before the commencement of the same, make a deposit equivalent to at least three (3) months rental. No bid shall be accepted that does not equal at least two-thirds (2/3) of the appraised value of the land. In order that a person may be entitled to participate in the bidding, he must, before the commencement thereof, make a deposit of at least ten percent (10%) of his bid. A person bidding in representation of another may do so under a duly executed power-ofattorney and presentation of any authorized identification card. During the bidding, the bidder has to make an additional deposit every time his bid is raised to complete the 10% of his raised bid; otherwise, such bid as raised shall not be accepted. The chairman of the Bidding Committee reserves the rigtht to reject any or all bids. Only deposits in cash, postal money order, certified check, cashier's check and manager's check can be accepted.

All persons interested to participate in the scheduled public auction sale shall submit pre-qualification requirements and subjected to pre-qualification screening on or before fifteen (15) days prior to the day of the auction sale as provided for under the provisions of DENR Memorandum Circular No. 2007-11, Series of 2007.

Any bidder must possess all the qualifications and none of the disqualifications to acquire a parcel of land in consonance with the provisions of law; he or his spouse should not be an owner of any homelot within the City of Baguio; he must be equipped with a Certificate of NoHomelot to be secured at the City Assessor's Office and a Voter's I.D. (to verify citizenship); marriage contract; and birth certificate, which ever is applicable to be presented to the Bidding Committee before the start of the bidding. Noncompliance thereof will be an outright ground for disqualification of any interested

bidder.
