In addition to the receipts shown in the above table, there were collected from revested Oregon and California railroad-grant lands and credited to the Oregon and California landgrant fund the following sums: Fiscal year 1923, $56.17; 1924, $76.52; 1925, $76.52; 1926, $274.34 1927, $328.75; 1928, $487.40; 1929, $964.56; 1930, $626.07; 1931, $606.83; 1932, $630.75; 1933, $662.51; 1934, $792.97; 1935, $652.48; total, $6,235.87.

In addition to the receipts shown in the above table, there were collected from revested Oregon and California railroad-grant lands and credited to the Oregon and California land-grant fund the following sums: Fiscal year 1936, $643.37; 1937, $669.05; 1938, $655.18; 1939, $656.67; 1940, $660.84; 1941, $675.89; from Coos Bay wagon-road lands, credited to the Coos Bay wagon-road grant fund, for the fiscal year 1936, $38.07; 1937, $56.95; 1938, $56.95; 1939, $56.95; 1940, $56.95; 1941, $56.95; also, for deliquency in payment of annual charges, credited to "Penalties for delinquencies of licensees under Federal Power Act," for the fiscal year 1937, $6.29; 1938, $8.42; 1939, $123,43; 1940, $132.30; 1941, $76.33.

ESTIMATES FOR 1943

Mr. WOODRUM. For the regular work of the Commission, you had in 1942, $2,235,000, plus $20,000 for Ramspeck promotions?

Mr. SECHREST. Within-grade promotions under the Ramspeck Act. Mr. WOODRUM. The Budget estimates for 1943, for the regular work of the Commission, including promotions, would be $2,303,125? Mr. SECHREST. That is correct.

Mr. WOODRUM. And then, for special activities of the Commission authorized by the act of June 28, 1938, for the construction of certain public works, flood control, and so forth, you had $200,000 in 1942, and the Budget estimate is $203,140 for 1943?

Mr. SECHREST. The increases are for Ramspeck Act promotions. Mr. WOODRUM. And, for your national defense activities, you had two appropriations, one of $150,000 and another of $135,000, for 1942? Mr. SECHREST. Yes; the $135,000 was carried in the Third Supplemental Defense Act.

Mr. WOODRUM. Is that all you have for defense in 1942?
Mr. SECHREST. That is all, $285,000.

Mr. WOODRUM. And the estimate for 1943 is $519,255?

Mr. SECHREST. That is correct, and it provides for no increase in the organization. It is just to carry the additional employees authorized in the Third Supplemental Defense Act for the full year in 1943. Mr. WOODRUM. In other words, all of these appropriations contemplate carrying you forward through 1943 on the same basis that you are now set up?

Mr. SECHREST. That is correct.

WORK OF COMMISSION FOR DEFENSE ORGANIZATIONS

Mr. WOODRUM. Now, Mr. Olds, will you give us briefly, please, a little résumé of the general work of the Commission?

Mr. OLDS. Yes. I think the justification covers the question pretty completely.

The work of the Commission is today very largely turned over to national defense phases of the work, not only the work being done under the special appropriation for defense, but, all told, taking the full set-up of the Commission today, approximately 40 percent of all of its efforts are directly involved in national defense work, and that percentage is constantly increasing.

Just by way of summary, I might say that today the entire work of the Bureau of Electrical Engineering is defense power work; that at least half of the personnel of the Bureau of Water Power is engaged directly on defense work, and the other half is working almost entirely on projects which may become very essential to the defense power supply if the war turns out to be a long war, as it seems possible it may; the Division of Finance and Statistics today is largely performing statistical work of the defense organization. It is also carrying on from time to time work in connection with requests for security authorizations requests which, again, have a considerable relationship. to defense work.

Mr. FITZPATRICK. From whom do you get the requests-what department? Mr. OLDS. You mean for security authorizations?
