ALASKA RAILROAD RETIREMENT AND DISABILITY FUND
Mr. FITZPATRICK. Your last item is the "Alaska Railroad retirement and disability fund," as follows:
For financing of the liability of the United States created by the Act entitled "An Act for the retirement of employees of the Alaska Railroad, Territory of Alaska, who are citizens of the United States," approved June 29, 1936 (49 Štat. 2017), $175,000, which amount shall be placed to the credit of the Alaska Railroad retirement and disability fund.
JUSTIFICATION OF ESTIMATE
Mr. FLEMMING. Our justification for this item is as follows:
The Commission is recommending an appropriation of $175,000 under this head for the fiscal year 1943. This is the same amount appropriated for the current fiscal year. It is estimated that approximately 1,000 employees may be subject to the provisions of this act, which is approximately one-third of the number affected by the Canal Zone Retirement Act. Since certain retroactive features of this act serve to delay determination of the Government's liability, and pending the completion of the quinquennial survey of this fund, which will be completed during the current fiscal year, it is believed that a minimum of $175,000 should be appropriated for the fiscal year 1943.
All but three of the changes proposed in appropriation texts are inserted for the purpose of making the Commission's appropriation language conform to that in general use today.
The first exception, under "Salaries and expenses,” proposes an increase of $5,000 in the limitation placed upon the employment of expert examiners. This increase is, for the most part, to enable the Board of Legal Examiners to operate its regional boards of examiners. It is anticipated that each of the regional boards of examiners will be composed of three members who will serve intermittently. These board members should be compensated for their services at minimum rates on a per diem basis. It is estimated that the compensation paid to these board members will average approximately $15 per diem.
Under the head of "Salaries and expenses” is another change in appropriation language, which is the second exception hereinbefore referred to. This change is designed to permit the Commission to reimburse members of the Board of Legal Examiners who are not otherwise employed by the Government, for subsistence expenses at the rate of $10 per diem. Since these members are not otherwise compensated, their rate of reimbursement for subsistence expenses should be sufficient to admit of their traveling without appreciable expense to themselves.
The third item referred to above is one which is included in the deficiency estimates now pending before Congress. It is inserted for the purpose of enabling the . Commission to reimburse its employees who are engaged in examining and investigative work for the use of personally owned automobiles within the limits of their official duty stations at the rates not exceeding 3 cents per mile. It is urgently recommended that this item be approved by the Congress since the availability of such authority will materially facilitate examining and investigative work at official duty stations

For financing of the liability of the United States, created by the Act entitled “An Act for the retirement of employees of the Panama Canal and the Panama Railroad Company, on the Isthmus of Panama, who are citizens of the United States”, approved March 2, 1931, and Acts amendatory thereof (48 U. S. C. 1371n),' $1,177,000, which amount shall be placed to the credit of the "Canal Zone retirement and disability ind."
JUSTIFICATION OF ESTIMATE
Mr. FLEMMING. The justification of that item is as follows:
In accordance with the recommendations of the Board of Actuaries contained in their twentieth annual report, the Commission is estimating for a Government contribution of $1,177,000 to the Canal Zone retirement and disability furd for the fiscal year 1943. During the fiscal year 1942 a quinquennial survey will be completed of this fund.

BREAKDOWN STATEMENT SHOWING INCREASE IN PERSONNEL UNDER
ITEM “SALARIES AND EXPENSES"
Mr. WIGGLESWORTH. I wish you would furnish for the record a table which would break down the first item of your request for normal activities.
Mr. CUSTER. That is under salaries and expenses?
Mr. WIGGLESWORTH. Under salaries and expenses, showing the increase in personnel, if any, and other obligations.
Mr. CUSTER. In other words, the increase in personnel, and in what we commonly refer to as "Other obligations,' everything other than personnel; yes, sir.
Mr. WIGGLESWORTH. Is there any increase in personnel contemplated other than requested under the third supplemental bill and which you now request for the Board of Legal Examiners, which we are not discussing today?
Mr. CUSTER. The Personnel Classification Division item which Mr. Baruch referred to a moment ago is an item of increase under this appropriation.
Mr. WIGGLESWORTH. I wish you would give us in detail in the break-down what those figures are. In other words, give us the green sheets on it.
Mr. CUSTER. Very well.
BOARDS OF REVIEW-EFFICIENCY-RATINGS ADMINISTRATION
Mr. WIGGLESWORTH. Also, will you give us a statement about the boards of review which I understand you contemplate under title II of the Ramspeck Act? There are going to be three members on each board, are there not?
Mr. BARUCH. Yes, sir. I think there will be about a hundred boards altogether.
Mr. WIGGLESWORTH. A hundred boards of review in the field?
Mr. BARUCH. Oh, pardon me--in the field? I do not know about that. That was a recent statutory directive, in a way, put in section 3 of Public, No. 200, that the Commission and the departments should collaborate in extending the efficiency-rating system, which includes boards of review in the field.
Mr. WIGGLESWORTH. Are there any funds in this request for those boards of review?
Mr. BARUCH. In the field we have estimated, I believe, for 12 positions, amounting to about $40,000, according to my recollection$40,080.
Mr. WIGGLESWORTH. Will you make that clear in this break-down which you are going to furnish?
Mr. Baruch. We will be glad to give you a complete explanation of that.

40, 080 The allotment we have listed above for efficiency-ratings administration is designed solely and exclusively to permit the Commission to comply with the direction contained in section 3 of Public, No. 200, the salary advancement act of August 1, 1941. This direction states that “the Civil Service Commission and heads of departments are authorized and directed to take such action as will apply the provisions of this section uniformly to all employees occupying positions within the compensation schedules fixed by this act as nearly as is practicable." The additional positions and funds are not designed for the purpose of increasing the staff which is now devoted to the general administration of the efficiency-ratings 'boards of review authorized and created under section 7 of the Ramspeck Act of November 26, 1940. For the fiscal year 1943, the intention is to continue this part of the activity which is confined to departmental employees with the continuation of the same funds which were authorized for the fiscal year 1942.
REIMBURSEMENT FOR USE OF PRIVATELY OWNED AUTOMOBILES
Mr. WIGGLESWORTH. I would like to ask about this new language on page 34, which reads as follows:
The foregoing appropriations for the Civil Service Commission available for travel shall be available for expenses of travel, at not to exceed 3 cents per mile, performed in privately owned automobiles within the limits of their official posts of duty by employees engaged in examinations and investigations of the records of employees in the civil service of the United States and applicants for entrance into the civil service.
That is new language in the bill. What is there to be said about that?
