SPECIAL PROCEEDINGS No. 5818. -In the Matter of the Petition to be Admitted as Citizens of the Philippines.

HELENA WEE, a.k.a CECILE T. WEE SIT, Petitioner

AMENDED ORDER

A verified petition was filed by Helena Wee a.k.a. Cecile T. Wee Sit, through counsel, praying that after due notice, publication and hearing, an Order be issued admitting petitioner as a naturalized citizen of the Philippines.

The Petitioner alleges, inter alia that the full name of petitioner is Helena Wee also known as Cecile Wee Sit, who was born on December 13, 1951 at Walled City, Jolo, Sulu and presently residing at San Jose Claret, Zamboanga City; that her parents are Intin Wee and Tan Guat Chua were both Chinese Citizens, having been born at Amoy, China and Tulay, Jolo, Sulu, Philippines respectively; that Giok Beng Que and Antonio S. Aizon, both of legal age, married and residents of Don Alfaro St., Tetuan, and Guiwan, Zamboanga City, respectively who are Filipino citizens, will appear and testify as her witnesses whom she proposes to present in support of her petition.

Wherefore, this Court, finding the petition to be sufficient in form and substance, hereby set the hearing of the same on

March 12, 2012 at 8:30 in the morning before the Regional Trial Court, Branch 17, Zamboanga City, on which date, time and place, any and all those who may interest in the petition may appear and show cause why the said petition should not be granted.

The petitioner is hereby directed to cause the publication of the Amended Order once a week for three (3) consecutive weeks in the Official Gazette and in a newspaper of general circulation in Zamboanga City at her expense prior to the date of hearing.

a. That she is more than 21 years of age on the date of filing this petition;

b. That she has continuously resided in the Philippines for more than ten (10) years;

c. That she is of good moral character; believes in the principles underlying the Philippines Constitution; have conducted in a proper and irreproachable manner during the entire period of her residence in the Philippines in relation with the constituted government as well as the community in which she is living;

d. That she is able to speak and write both English and Filipino languages in a fluent and spontaneous manner;

7. That finally, she has mingled socially with the Filipinos, and have evidenced a sincere desire to learn and embrace the customs, traditions and ideals of the Filipinos; that she does not possess any of the following disqualifications under section 4 of Commonwealth Act No, 473, to wit;

a. She is not opposed to organize government or affiliated with any association or group of persons who uphold and teach doctrines opposing all organized governments;

b. She is not defending or teaching the necessity or propriety or violence, personal assault, or assassination for the success and predominance of their ideas;

c. She is not a polygamist nor a believer in the practice of polygamy; d. She has not been convicted of any crime involving moral turpitude;

e. She is not suffering from any incurable contagious disease; and

f. The nation of which she is a citizen or subject is not at war with the Philippines, nor she belong to such nation whose laws do not grant Filipinos the right to become naturalized citizens or subject thereof.

8. That it is her intention in good faith to become a citizen of the Philippines and to renounce absolutely and forever all allegiance and fidelity to her foreign prince, potentate, state, or sovereignty, and particularly to CHINA, of which at this time she was a citizen or subject. She will reside continuously in the Phlippines from the date of the filing of this petition up to the time of her admission to Philippine Citizenship;

9. That she has not heretofore made any petition for citizenship in any court or administrative bodies;

10. That she is exempted from filing a declaration of intention prior to the filing of this instant petition since she was born in the Philippines and continued residing therein for more than 50 years before filing the same;

11.That GIOK BENG QUE and ANTONIO S. AIZON, both of legal age, married and residents of Don Alfaro Str., Tetuan, and Guiwan, Zamboanga City, respectively, who are Filipino citizens, will appear and testify as her witnesses at the hearing of the herein petition, copies of their affidavit are hereto attached as Annex "G".

PRAYER

WHEREFORE, foregoing premises considered, petitioner hereby prays that after possessing all the necessary qualifications and none of the disqualifications, she be admitted as a citizen of the Philippines.

That I further certify that I have not commenced any other action or proceeding involving the same issues in the Supreme Court, the Court of Appeals, or other difference Divisions thereof, or any other court, tribunal or agency, that to the best of my own knowledge, no such action or proceeding is pending in the Supreme Court, the Court of Appeals, or different Divisions thereof, or any other tribunal, court or agency except in the instant petition;

3. That I undertake that if I should learn that a similar proceeding has been filed or is pending before the Supreme Court, the Court of Appeals, or
