We are starting at an earlier hour this morning to accommodate several scheduling requirements. We are pleased to have Mr. Mulford with us at this time. He has a hearing later in the morning before the Finance Committee which we are mindful of, and so we will proceed apace here. Senator D'Amato is with us and we will have other members coming in the course of the morning. We have other items, including the FSX, which of course is a major interest of Senator D'Amato's as well, which may take him away here at some point. I have an opening statement that I want to make here in a minute before we go to our witness, but Senator D'Amato, did you have a comment that you wanted to make at the outset? Senator D'AMATO. Yes, Mr. Chairman. I am delighted to welcome our nominee before the committee. He seems to have a distinguished record. I would hope that we would approve his nomination speedily.
