EASTPORT 86 REPORT

BACKGROUND

The EASTPORT Study Group, composed of individuals with widely recognized expertise, was initially appointed in 1985 by

the Strategic Defense Initiative Organization "to devise an appropriate computational/communications response to the (strategic defense battle management) problem and make recommendations for a research and technology development program to implement the " response. The EASTPORT Study Group met during 1985 and rendered a report to the Director, Strategic Defense Initiative Organization in December of that same year. Many of the recommendations contained in the report have had a significant impact on the direction that the battle management/command control and communications program has taken. Consequently, the Strategic Defense Initiative Organization decided to continue the EASTPORT Study Group in

1986.

1986 ACTIVITIES

Unlike the tasking for the 1985 study which addressed the overall battle management program, the 1986 EASTPORT Study Group was charged to address specific areas of the computational/communications aspects of the battle management program that were of particular interest to the Strategic Defense Initiative Organization. However, two topics, the National Test Bed and the procurement of quality software, were addressed at some length throughout the course of 1986.

National Test Bed (NTB) issues ranged from basic operational concepts to hardware and software requirements for the National Test Facility (NTF). The Director, Joint Program Office-National Test Bed (JPO-NTB) attended the EASTPORT Study Group meetings when the NTB/NTF were scheduled agenda items. The issues discussed were particularly important because of NTB schedules and NTF contracting schedules. EASTPORT Study Group recommendations were provided informally to the Director, JPO-NTB and the NTB Ad Hoc Advisory Group.

The ability to procure quality software was recognized by the Strategic Defense Initiative Organization as critical not only to the development of a viable Strategic Defense Initiative system but also to the acquisition of a competent NTB. Because of the expertise of its membership, the EASTPORT Study group was a natural source of advice on several alternatives to the procurement of quality software. Each alternative was found to have some merit but none were sufficient unto themselves. These findings were communicated through informal recommendations made to members of the Strategic Defense Initiative Organization.

PURPOSE OF REPORT

In 1986 the EASTPORT Study Group enjoyed a very close working relationship with not only the Director, Strategic Defense Initiative Organization but also with the members of his staff. Consequently, there was continuous information exchange between members of the Strategic Defense Initiative Organization and the EASTPORT Study Group. This obviated the need for formally communicating findings and recommendations of the EASTPORT Study Group.

However, for reasons such as the importance of the continuing interchange during the year among members of the EASTPORT Study Group and the Director and his staff and for an historical trace as new personnel are assigned to the Strategic Defense Initiative Organization, the Strategic Defense Initiative Organization requested ANSER, as part of Subtask (i) under Task V within ANSER's contract No. MDA 903- 85-C-0049, to task the EASTPORT Study Group to assemble records and briefing materials to document the essence of

1986 activities.
