WHEREAS, Magdalena Galinato Gamayo of Pinili, Ilocos Norte has contributed to the development of the Ilocano abel by using traditional designs in her work as well as perfecting weaving techniques that further enhance the uniqueness of these designs;

WHEREAS, she has passionately taught the art of abel weaving and traditional designs to her community, thus helping others identify with their traditional culture through weaving; and

WHEREAS, her work enables generations of Filipinos to learn, exchange, and grow as a community through the art of abel making.

NOW, THEREFORE, I, BENIGNO S. DECLARING TEOFILO CALLOS GARCIA AS MANLILIKHA NG BAYAN FOR 2012

WHEREAS, Teofilo Callos Garcia of Abra has contributed to the preservation of the native headgear as the tabungaw by keeping the tradition alive in his community;

WHEREAS, his work has resulted in a resurgence of interest in the tabungaw and enabled new generations of Filipinos living locally and abroad to discover their heritage through native crafts; and

WHEREAS, his involvement in every step in the process of making the native headgear, from planting the gourds to drying and finishing the headgear to making the intricate designs that give them their distinctive look, serves as a testament to the industry and ingenuity of the Filipino craftsman and artist.

WHEREAS, Friday, 5 October 2012, marks the celebration of "Araw ng Sta. Cruz" in the Municipality of Sta. Cruz, Davao del Sur;
