The subcommittee will come to order. We welcome the various people in attendance this morning. Today's hearing will deal with issues surrounding the export of pesticides from this country. Our key concerns include U.S. policy issues stemming from the use of pesticides abroad, especially in countries lacking the regulatory and scientific expertise needed to assure that pesticides are used safely and efficaciously. We will also explore the Federal Government's pesticide residue activities on imported food and foodstuffs. The issues are complex and interrelated. As can be seen from our witness list this morning, several Federal agencies share responsibilities in this area, and the task of coordinating their programs is clearly a significant challenge. After today, I hope we will understand better how these agencies work together and how their combined efforts might more effectively foster safer use of pesticides around the world for the benefit of the farmers, the consumers and the environment. This subcommittee has jurisdiction over FIFRA, and hence is reponsible for monitoring the effectiveness of the pesticide export notification procedures contained in section 17 of FIFRA. Several experts who testified before this subcommittee during consideration of FIFRA legislation in the last Congress expressed the view that section 17 was not working. It was criticized by industry as burdensome and by public interest groups as ineffective. (1) |
