1 of this year, at which time she told you that her accounts were on a quarterly basis, and she could not, therefore, give it to you, and then she stated that under your persuasion and pressure that she gave you one backdated to April 1, because that would be permitted in her accounts without upsetting the quarterly audit of her account. Isn't her statement correct, Mr. Garson?

Mr. GARSON. Yes.

Mr. Moss. You see, you make it so difficult for yourself and, believe me, it is not a pleasure for those of us on the Committee, but the facts must be brought out.

Those are all the questions I have at this time, Mr. Chairman.
Mr. MACDONALD. Mr. Nelsen.

Mr. NELSEN. I have no further questions. Frankly, all the detail of this hearing has not been—I am not fully advised because I have not been in attendance, but I do want to say that the witness now admits that he erred, and sometimes it takes a good deal of courage to come up and admit a mistake.

While it is inexcusable, I do say to the witness that we are appreciative of the fact that he now comes to us and says, “I did make a mistake. I know I was wrong.'

I just want to say thank you for that attitude at this time. I would not say that I am condoning any misdeeds of the past but, at the same time, it takes courage to say, “I did make a mistake.”

Mr. MACDONALD. Mr. Manelli.
Mr. MANELLI. No questions.

Mr. MACDONALD. I guess this is the conclusion. As I said earlier, this is not pleasant for anybody. I do hope that other people serving the Government read the record and take some kind of a lesson from it and understand that eventually, you know, most everything comes out. I repeat, I could not be sorrier for anyone.

You have had 21 years down there, and apparently you have done a good job. I just wish you well in the future.

With that, the hearings are concluded.
Mr. GARSON. Thank you.
(Whereupon, at 2:55 p.m., the subcommittee adjourned.)

Thank you.
