The Department of Housing and Community Development provided $254,815 for
building materials, supplies, and to supplement the staffing costs of the
project. The Building and Construction Advisory Council provided
approximately $18,000 worth of tool kits for the participants.

Of the 94 persons enrolled, 50 percent were public housing residents and 24
percent were ex-offenders. Of the 94 enrolled, 64 successfully completed
the program and 61 obtained unsubsidized employment with starting salaries
ranging from $4.50 to $13.73 per hour. During training, the participants
received stipends of $70 to $105 per week, based on their level of
achievement in the program.

The program achieved its objectives and provided tangible benefits to the
District as well, as indicated by the following:

- the participation of target groups most in need of job training
services and placement into meaningful employment;

the high placement rate (65 percent) of program participants into
unsubsidized jobs;

the innovative cooperation between government and private entities; and

the ultimate restoration of a District public housing facility.

BUDGET REQUEST OF DEPARTMENT OF EMPLOYMENT SERVICES Mr. DIXON. Last but not least and on time today, we have the Department of Employment Services, and we have with us Alexis Roberson, the Director. The Department of Employment Services is requesting $39,072,000 and 235 positions for fiscal year 1988, a net increase of $4,560,000 and 32 positions above the fiscal year 1987 appropriation level. Almost 40 percent of the funding for this Department is in the form of Federal grants which are expected to total $29.6 million in fiscal year 1988. I believe your gross budget for fiscal year 1988 totals $75.2 million and 793 positions.

Ms. Roberson, if you have a written statement for the record, we would be pleased to enter it into the record at this point.

DISTINGUISHED COMMITTEE. I AM F. ALEXIS H. ROBERSON, DIRECTOR OF

THE DEPARTMENT OF EMPLOYMENT SERVICES. WITH ME TODAY ARE SOME OF

THE KEY MEMBERS OF THE DEPARTMENT'S MANAGEMENT TEAM: FLOYD S.

GOFF, THE IMMEDIATE PAST ACTING DIRECTOR WHO NOW SERVES AS THE

ACTING DEPUTY DIRECTOR FOR LABOR STANDARDS; CAROLYN JONES, ACTING

DEPUTY DIRECTOR FOR LOCAL OFFICE OPERATIONS; ARTHUR HAWKINS,

DEPUTY DIRECTOR FOR FINANCE AND ADMINISTRATIVE SERVICES; AND

DONALD BATEMAN, BUDGET OFFICER.

THE FY 1988 BUDGET REQUEST WILL PERMIT THE DEPARTMENT TO

ASSIST MORE THAN 105,800 PERSONS SEEKING TRAINING AND JOB

PLACEMENT SERVICES. THE AGENCY WILL ENROLL OVER 42,800 PERSONS IN

EMPLOYMENT AND TRAINING PROGRAMS.

APPROXIMATELY 40,000 PERSONS

WILL BE PLACED IN JOBS, INCLUDING APPROXIMATELY 23,000 YOUTH WHO

WILL BE EMPLOYED IN THE MAYOR'S SUMMER YOUTH EMPLOYMENT PROGRAM.
