ADMINISTRATIVE ORDER No. 09

SUBJECT: REVISED CRITERIA FOR THE ACCREDITATION OF HYBRID RICE SEED GROWERS/PRODUCERS

Pursuant to the provisions of the Implementing Rules and Regulations of Republic Act No. 7308, otherwise known as the Seed Industry Development Act of 1992 and upon approval of the National Seed Industry Council (NSIC), the following criteria for accreditation of hybrid rice seed growers/producers are hereby adopted and promulgated as a revision of A.O. No. 19, Series of 2007 to provide and sustain the adequate supply of hybrid rice seeds of desired quality.

1. The applicant can be an individual hybrid rice seed grower/producer, cooperative/association,

seed company, or government institutions engaged in seed production.

2. The following are the requirements for accreditation:

2.1. New applicant should should be

graduate of a 3-month Hybrid Rice Seed Production and Certification Training Course on Cytoplasmic Male Sterile (CMS) and Thermosensitive Genetic Male Sterile (TGMS) based hybrids coordinated by the Bureau of Plant Industry (BPI) with other government agencies (ATI, PhilRice and DA-RFUS). 2.2. Applicants for the renewal of accreditation should undergo a 5-day retooling course on Hybrid Rice Seed Production and Certification at their expense.

2.3. CMS hybrid accredited seed growers/producers who intend to engage in TGMS hybrid seed production shall undergo a 5-day TGMS training course.

2.4. The production area must have fertile soil with sufficient irrigation and efficient drainage system, not shaded has no previous

record of serious incidence of insect pests and disease.

3. The minimum area for F1 hybrid rice seed production should be one (1) hectare. Any expansion in area within the accreditation period should be applied before sowing and subject to validation by the seed inspectors, recommended by the Regional/ Satellite NSQCS Chief and approved by the Chief of NSQCS Central Office.

4. Upon filing of applicaion, applicant shall pay a non-refundable accreditation fee of 1,500 Php. fo 110 hectares and 3,000 Php. If production area is more than 10 hectares.

5. The seed grower/poducer must own or have ready access to use the following minimum post-harvest processing and storage facilities/ equipment: thresher, mechanical drier, blower-cleaner, weighing scale, bag sewer, moisture tester, pallets, storage and warehouse. The applicant should have the facilities inspected, by the deputized seed inspectors before accredition.

6. Applicant should put up signboards/ billboards prominently displayed in every seed production area not later than twenty (20) days after transplanting with the following specification and information:

Filed with this Court is a Verified Petition of ASHOK C. RAMNANI, for Acquisition of Philippine Citizenship by naturalization.

The petition appears to be sufficient in

form and substance.

Wherefore, the Clerk of Court is hereby directed to cause the publication of the petition and a copy of this Order at petitioner's expense, once a week for three (3) consecutive weeks in the Official Gazette and in one of the newspapers of general circulation.

Likewise, the Clerk of Court is directed to cause the posting of a copy of the petition and a general notice at the Bulletin Board of the Court setting forth in such notice the name, birthplace and residence of the

petitioner, the date and place of his arrival in the Philippines, the names of the witnesses whom the petitioner proposes to introduce in support of his petition and the date of hearing of the petition.

Further, the Clerk of Court is hereby directed to furnish a copy of the petition and its annexes as well as the notice of hearing to the Office of the President, Office of the Solicitor General, City Prosecutor of Pasig City, Philippine National Police; Camp Crame, Quezon City and the Office of the Executive Judge, Metropolitan Trial Court of Pasig City.

Set the Petition for hearing on December 6, 2012 at 8:30 in the morning.
