As previously reported, Mr. DON KRAMER, Cooperative League, USA, 1012 14th St., WDC, advised on 9/16/65, that Dong ha CHO was then in the U.S. to raise funds for The Freedom Center planned for Seoul, Korea, and that CHO intended to use the existing WDC organization, Korean Cultural and Freedom Foundation, Inc., (KCFFI). Review of Central Office, INS, set out.

As previously reported, Mr. DON KRAMER, Cooperative League, USA, 1012 14th Street, Washington, D. C., advised on September 16, 1965, that Dong ha CHO was then currently in the United States for the purpose of raising funds for The Freedom Center planned for Seoul, Korea, and that CHO intended to use the existing Washington, D. C. organization known as the Korean Cultural and Freedom Foundation Inc., (KCFFI). KRAMER further advised that he had not and would not assist CHO in any fund raising project, as KRAMER, who describes himself as being under contract to the Agency for International Development (AID), felt it would constitute a violation of his business ethics and his contractual relationship with AID.

MISCELLANEOUS

On November 9, 1965, a representative of the Central Office, Immigration and Naturalization Service (INS), Washington, D. C., made available the following information as shown in these INS Records:

INS form "G-361", entitled "Index Card" shows that the INS Alien Registration File for Dong ha CHO is number A 8 866 052. CHO is shown as a student, born in Korea on January 13, 1930, and he entered the United States at San Francisco, California, on May 18, 1954. There was no additional information on this form. The above mentioned INS representative advised that Alien File Number A 8 866 052 has since August 22, 1955, been charged to the File Control Office of INS at Cincinnati, Ohio.

INS form "I-94 (Arrival-Departure Record)" shows that Dong ha CHO was admitted to the United States on June 7, 1961, by INS at New York, New York. His citizenship was shown as Korean and his passport number was listed as number 7598; his destination in the United States was shown as Korean Village, Lake Geneva, Wisconsin; his permanent address was shown as 22-19 Hei Wha Dong, Seoul, Korea; his birth date was shown as January 13, 1930, and that he was born at Seoul, Korea. CHO entered the United States on the basis of a "B-2" visa which was issued to him on May 18, 1961, by the United States Embassy located Bonn, Germany. He was further shown as a passenger aboard the British Overseas Airways Corporation (BOAC), Flight Number 509, and that he boarded at London, England. The date of his departure aboard this aircraft from London was not shown. The reverse side of this "I-94" form shows that he departed the United States on August 9, 1961, at Honolulu, Hawaii, aboard the BOAC Flight Number 581 and that he was destined for Japan.

INS form "I-94" indicated that Dong ha CHO was admitted to the United States by INS in Honolulu, Hawaii, on March 23, 1963, and that he entered on the basis of a "B-2" visa which was valid to August 31, 1963. His citizenship was listed as Korean and that he was the holder of Passport Number 38473. His destination in the United States was shown as apartment number 19, 170 Claremont Avenue, New York 27, New York. His permanent address, birth date, and birth place were as shown above. His "B-2" visa was shown as having been issued by the United States Embassy, Seoul, Korea, on March 21, 1963. He was shown as having boarded a Pan American Airways Flight Number 2 at Haneda, Tokyo, Japan. The date of his departure from Japan was not shown. The reverse portion of the "I-94" form shows that he departed the United States from Honolulu, Hawaii, on July 15, 1963 aboard the United States Navy Ship Barrett, en route to Korea.

The following "I-94" form contained no information date in the United States or date of departure from the United States. It is further noted that in the block reserved for this arrival and departure information there is a written notation stating "blank". Other entries on this form which relate to Dong ha CHO are as follows:

His citizenship was indicated as Korean and that he held passport number 38473. He was shown as destined to the United States 170 Claremont Avenue, New York 27, New York. His permanent address was shown as 22-19 He Wha, Seoul, Korea. His birth date, birth place were as previously shown above. It was further shown that a visa was issued to him on March 21, 1963, at Seoul, Korea. However, there was no information as to the type of visa issued. He was also shown as having boarded the United States Navy Ship Barrett at San Francisco, California. There was no information shown on this form which indicated the date he boarded this vessel at San Francisco, California. The reverse portion of this "I-94" contained no information.

ADMINISTRATIVE DATA:

VINOCOUR advised that his contact with DON HILLER mentioned in enclosed report did not reveal SA NOLAN'S identity or Bureau's investigative interest. This in accord with VINCCCUR's earlier statement mentioned in WFClet 11/10/65, referenced above.

It now appears that an interview with Dong-ha Cho
is not possible in the immediate future. However, the same
purpose could be achieved by interviewing DN HILLER who is
identified by VINOCOUR as in the exploratory stages of dealing
with CO; but with no signed contract as of December 14, 1265.
