An act for explaining and amending an act, paffed in the thirty-firft year of the reign of his late majesty King George the Second, intituled, An act for the encouragement of feamen employed in the royal navy, and for establishing a regular method for the punctual, frequent, and certain payment of their wages; and for enabling them more eafily and readily to remit the fame for the fupport of their wives and families; and for preventing frauds and abufes attending fuch payments; and for further extending the benefits thereof to petty officers and feamen, non-commiffioned officers of marines, and marines, ferving, or who may have ferved, on board any of his Majesty's ships, WHEREAS Whis late majesty King George the Second, intituled, An act for 31Geo.4.c.10. III. And be it alfo enacted by the authority aforefaid, That if any petty officer or feaman, non-commiffioned officer of ma On the death 1 cause his ef fects to be fold at the maft,&c. the captain to rines, or marine, fhall die in the service of his Majesty, his heirs or fucceffors, the captain or commander of the fhip of veffel in which fuch petty officer or feaman, non-commiffioned officer of marines, or marine, ferved at the time of his death, fhall as foon as may be thereafter cause the cloaths or other effects which fuch petty officer or feaman, non-commiffioned officer of marines, or marine, was poffeffed of at the time of his death, to be publickly fold at the maft, and the amount of fuch cloaths or effects bought at fuch fale to be marked and charged against the wages of the perfon or perfons purchafing the fame; provided always, that the cloaths or effects fo bought fhall not exceed the net wages due and payable to the perfon purchafing the fame: and the faid captain or commander fhall further direct and order the purfer under whose inspection fuch cloaths or effects fhall have been put up to fale, to make out, or cause to be made out, a lift or bill, containing the name of the perfon or perfons who fhall have purchafed fuch cloaths or effects, or any part thereof, and fpecifying the amount and value purchased by each as aforefaid, and thall direct fuch purfer to fign the fame, and fhall himfelf fign and tranfmit fuch bill or account of cloaths or effects fold, annexed to and by the fame conveyance, and at the fame times, as he fhall fend and tranfmit the dead ticket for the wages of fuch petty officer or feaman, non-commiffioned officer of marines, or marine, who fhall have fo died as aforefaid; and when and fo often as any petty officer or feaman, non-commiffioned officer of marines, or marine, fhall die, without leaving at the time of his death any cloaths or effects as aforefaid, the faid captain or commander fhall certify to that effect on the dead ticket to be made out as aforefaid. And be it enacted by the authority aforefaid, That from and after the faid first day of August one thousand seven hundred and ninety-two, when and fo often as any captain or commanding fioned officers officer of any fhip or vellel in the fervice of his Majefty, his heirs or fucceffors, which fhall not be in any port of Great Britain, or and marines, on the coaft thereof, fhall, in compliance with the directions with the names given him in the afore-mentioned act, read over, or cause to be of the petty read over, the names of all the inferior officers and feamen beofficers, and longing to fuch fhip or veffel, the faid captain or commanding feamen, and to officer is hereby directed and required to read over in like manof fuch as fhall her, or caufe to be read over, all the names of the non-commifbe defirous of fioned officers of marines, and marines, belonging to such ship remitting their or veffel, and fhall caufe them to answer to their names; and if wages, &c. any fuch officer of marines, or marine, fhall be defirous to remit to his wife, father, or mother, in Great Britain, or if any inferior officer or feaman, non-commiffioned officer of marines, or marine, fhall be defirous to remit to his grandfather, grandmother, brother, or fifter, the faid captain or commander fhall caufe lifts to be made out for fuch officers, feamen, and marines, in the manner directed by the aforefaid act, in cafes of inferior officers and feamen remitting their wages to their wives, fathers, or mothers, and fall in like manner fign, complete, and tranfmit the fame fame to the commiffioners of the navy at their board; and the said commiffioners fhall caufe bills to be made out for every such allotment, which bills they fhall make payable, and tranfmit, affign for payment, and direct to be paid, in every refpect, the fame as directed by the aforefaid act of the thirty-first year of the reign of his faid late Majefty, in cafes of bills made out for allotments made by inferior officers and feamen on board of such ships or vessels. marines may receive bills &c. And be it further enacted by the authority aforefaid, Captains to That, from and after the first day of August one thousand seven grant to petty hundred and ninety-two, when and fo often as any petty officer turned over, or feaman, non-commiffioned officer of marines, or marine, fha or difcharged, be turned over from any ship or vessel in the fervice of his Ma &c. tickets for jefty, his heirs or fucceffors, into any other fhip or vellel in such the pay due, service, and which ships or vessels shall not at the time of the removal of such petty officer or feaman, non-commiffioned officer of marines, or marine, be in any port of Great Britain, where any commiffioner of his Majefty's navy may be and refide, and when and so often as any fuch petty officer or feaman, non-commiffioned officer of marines, or marine, fhall by wounds, ficknefs, or any other manifeft infirmity, be difabled, and be dif charged from fuch fhip or veffel as unferviceable, or be fent fick to any of his Majefty's hofpitals or fick quarters, at home or abroad, then and in either of fuch cafes the captain or commanding officer of the ship from which the said petty officer or feaman, non-commiffioned officer of marines, or marine, fhall be fo turned over, or be fo difcharged, or fent fick, fhall at the fame time make out, or caufe to be inade out, a ticket for the wages or pay due to fuch petty officer or feaman, non-commiffioned officer of marines, or marine, for his fervices on board fuch fhip or veffe! at the time of his being fo turned over, discharged, or fent fick, and which ticket fhail confift of two parts, that shall be duplicates, and joined together by oblique lines, flourishes, and devices, and each of which fhall specify the name, age, ftature, and complexion of fuch petty officer or feaman, non-commiffioned officer of marines, or marine, and likewife the date of his entry into fuch fhip or vefiel as aforefaid, and the date of his being fo turned over, difcharged unferviceable, or fent fick, from the fame; and, if turned over, the name of the ship or vefiel to which he shall be so turned over, and if difcharged unferviceable as aforefaid, the name of the fhip or veffel into which he may be invalided to return home, together with the name of the place where he fhall be fo difcharged; and if fent fick, the name of the hofpital or fick quarters to which he fhall be fo fent; and each of the faid parts of fuch ticket fhall alfo defcribe the number at which fuch petty officer or feaman, non-commiffioned officer of marines, or marine, ftood upon the books of the fhip or veffel from which he fhall be turned over, difcharged, or fent fick, and alío the particulars of all the flops and other deductions which were charged against his wages in the faid fhip or veffel, and the amount of the fame fhall be wrote or printed in words at length; and if the faid petty officer or feaman, non-commiffioned officer of |
