Mr. WIGGLESWORTH. Does the law provide, in respect to all of these projects, that the rates shall be such as to amortize the cost over a reasonable period?

Mr. OLDS. I would have to refer to the acts, but they contain fairly standard language in connection with the control of rates.

Mr. WIGGLESWORTH. In respect to all projects over which you have jurisdiction?

Mr. OLDS. That is my recollection, but I would want to check that in the Flood Control Act of 1944.

Mr. WIGGLESWORTH. What, in your opinion, is a reasonable period for amortization?

Mr. OLDS. We have generally thought that 50 years for a hydroelectric project would be a reasonable amortization period.

Mr. WIGGLESWORTH. Is it your judgment in respect to each rate you have approved that the rate in each case will, in fact, amortize the project within a period of 50 years or less?

Mr. OLDS. Within a period of 50 years. General, our consideration of the thing has been on a basis of 50 years amortization.

Mr. WIGGLESWORTH. Will you please add another column to that table I just asked for, indicating the period over which it is anticipated each project will be amortized under the rate you have approved?

Mr. OLDS. Yes.

PAYMENTS TO BONNEVILLE BY DEFENSE PLANTS CORPORATION

Mr. WIGGLESWORTH. Now, is it a fact that large sums were paid to Bonneville by the Defense Plants Corporation in respect to the cancellation of war contracts?

Mr. OLDS. I know that the contracts under which they were buying power from the Bonneville Administration carried in them cancellation-of-payment provisions. The extent to which they have been actually paid I cannot give you.

Mr. WIGGLESWORTH. You would not have that information?

Mr. OLDS. I would not have that information because that is between the Bonneville Administration and the Defense Plants Corporation.

Mr. WIGGLESWORTH. That information would not be of a type to be taken into consideration in fixing this rate for which you are responsible?

Mr. OLDS. No. We would not take into consideration whether they have paid or not. We have a little disagreement between ourselves and Bonneville as to whether those cancellation provisions should be considered as charges under the act, which is being worked out between the two agencies.

FEDERAL INTER-AGENCY RIVER BASIN COMMITTEE

Mr. WIGGLESWORTH. I wish you would put something in the record about the Federal Inter-Agency River Basin Committee, that is, the authority for its creation, when it was set up, the membership and purposes, and also similar information for the Missouri Basin InterAgency Committee.

Mr. OLDS. Yes, sir.

THE FEDERAL INTER-AGENCY RIVER BASIN COMMITTEE

The Federal Inter-Agency River Basin Committee originated in an agreement of December 29, 1943, between the Chief of Engineers, of the War Department, the Commissioner of Reclamation, the Land Use Coordinator of the Department of Agriculture, and the Chairman of the Federal Power Commission. The Commissioner of Reclamation and the Land Use Coordinator subsequently advised that they represented their respective departments.

The purpose of the agreement was to permit the agencies named to cooperate more completely in the preparation of reports on multiple-purpose projects and to correlate the results to the greatest practicable extent. Provision was made for cooperation at the field level in order to arrange for interchange of data and avoid duplication of effort. To accomplish the purpose arrangements were made for conferences between the field offices as well as between the member agencies in Washington.

The authority for participation of the Federal Power Commission in the Federal Inter-Agency River Basin Committee is set forth in sections 4 (a) and 4 (c) of the Federal Power Act, as follows:

"SEC. 4 (as amended August 26, 1935), The Commission is hereby authorized and empowered

(a) To make investigations and to collect and record data concerning the utilization of the water resources of any region to be developed, the water-power industry and its relation to other industries and to interstate or foreign commerce, and concerning the location, capacity, development costs, and relation to markets of power sites, and whether the power from Government dams can be advantageously used by the United States for its public purposes, and what
