GENERAL OPERATING CHARACTERISTIC CURVE FOR THE PROPOSED SHIPLOT

INSPECTION PLAN

The attached general Operating Characteristics (OC) curve describes what the shiplot inspection rules will do for a given target at which an elevator operates. The use of standard deviation values on the horizontal axis makes the curve applicable to all grains, factors and grades.

To read the OC curve, determine the "proper" standard deviation1 and read the process target value on the horizontal scale. Go up to the curve and then over to the vertical axis. The numbers on the vertical axis give the chance of a sublot being accepted for the target value and factor under consideration. Alternately the numbers on the vertical axis can be interpreted as the percentage of sublots that would be accepted as meeting grade for the specific factor and process target value.

As an example, say a shipper is loading #2 corn and is targeting his total damage at about 4.5 percent. What percent of sublots loaded will be accepted as #2 corn? (Assume the proper standard deviation * for DKT for grade 2 corn is 1.0 percent):

1. Determine how many standard deviations 4.5 percent is from the grade limit (5 percent) -5.0-4.5=0.5%; 0.5÷1.0=0.5; so 4.5 is 0.5 standard deviation below the grade limit.

2. Go to the horizontal axis at 0.5 standard deviation and read up to the OC curve, then read over to the vertical axis-95.0.

So if a shipper is targeting at 4.5 percent damage (and the applicable standard deviation is 1.0 percent) then about 95 percent of the sublots loaded will be accepted as #2 corn for total damage.

Regardless of grain, factor or grade, if a shipper targets at the grade limit, about 72 percent of sublots loaded will be accepted for that factor.

The OC curve was computed using simulation techniques which consider all the rules at one time. It can be used for only one factor. The curve is based on the rules as they now stand (3/29/74 draft). Changes in these rules could affect the curve.

I. Purpose

SUPERVISING SHIPLOT GRAIN INSPECTIONS

This Notice transmits GR Instruction 918-27 which describes the procedure for supervising shiplot grain inspections.

II. General information

The supervision of shiplot grain has been performed in the past by so-called two-man supervision (when two individuals are used-one to supervise the sampling and the other to supervise the grading). More recently so-called oneman supervision (when one individual is used to supervise the sampling and/or grading) has been used to supervise shiplot grain inspections. The enclosed Instruction describes the procedures for both one-man and two-man supervision so that they can be performed uniformly by Grain Division personnel.

III. Effective date

This Notice and the enclosed Instruction implement section 26.126 of the regulations under the U.S. Grain Standards Act, become effective on May 30, 1974, and do not establish a new or revised substantive rule.
