ELIGIBILITY of a Representative in Congress. No person shall be a Representative who shall
nct have attained to the age of twenty-five years, and been seven years a citizen of the
United States, and who shall not when elected be an inhabitant of that State in which he
shall be chosen

ELIGIBILITY of a Senator in Congress. No person shall be a Senator who shall not have
attained to the age of thirty years, and been nine years a citizen of the United States,
and who shall not, when elected, be an inhabitant of that State for which he shall be
chosen
ELIGIBILITY of electors of President and Vice President of the United States. No Senator or
Representative, or person holding an office of trust or profit under the United States, shall
be appointed an elector..

ELIGIBILITY of the President of the United States. No person, except a natural born citizen,
or a citizen of the United States at the time of the adoption of this Constitution, shall be
eligible to the office of President; neither shall any person be eligible to that office who
shall not have attained to the age of thirty-five years, and been fourteen years a resident
within the United States..
ELIGIBILITY of the Vice President of the United States. No person constitutionally ineli-
gible to the office of President shall be eligible to that of Vice President of the United
States
EMOLUMENTS. No Senator or Representative shall, during the time for which he was
elected, be appointed to any civil office under the authority of the United States, which
shall have been created, or the emoluments whereof shall have been increased, during
such time
EMOLUMENT. No person holding any office of profit or trust under the United States, shall,
without the consent of Congress, accept of any present, emolument, office, or title of any
kind whatever from any King, Prince, or foreign State

EMOLUMENT of the President of the United States. The President shall receive a stated

compensation, but no other emolument from the United States, or either of them...
ENEMIES. Treason against the United States shall consist only in levying war against them,
or in adhering to their enemies, giving them aid and comfort
ENGAGEMENTS entered into. All debts contracted or engagements entered into before the
adoption of this Constitution, shall be as valid against the United States under this Con-
stitution as under the Confederation

ENSURE domestic tranquillity. The Constitution established in order to ensure domestic tranquillity, &c.

ENTER. Vessels bound to or from one State shall not be obliged to enter, clear, or pay duties in another.

ENTITLED. The citizens of each State shall be entitled to all the privileges and immunities of citizens in the several States.

ENUMERATION of the people to be made within three years after first meeting of Congress,

and every ten years thereafter, in such manner as they shall by law direct. The.. ENUMERATION. No capitation or other direct tax shall be laid, unless in proportion to the

census or enumeration hereinbefore directed to be taken.

ENUMERATION of rights. The enumeration in the Constitution of certain rights shall not be

construed to deny or disparage others retained by the people.
EQUAL suffrage. No State without its consent shall be deprived of its equal suffrage in the
Senate

EQUITY. The Judicial power shall extend to all cases in law and equity arising under this
Constitution, the laws of the United States, and treaties made or which shall be made
under their authority

EQUITY. The Judicial power of the United States shall not be construed to extend to any suit
in law or equity commenced or prosecuted against one of the United States by citizens of
another State, or by citizens or subjects of any foreign State...
ESCAPING. Persons held to service or labor (or slaves) escaping into another State shall be

delivered up on claim of the party to whom such service or labor may be due

The Judicial power of the United States shall be vested in one Supreme Court and in such Inferior courts as the Congress may from time to time ordain and establish ESTABLISHMENT of the Constitution. ESTABLISHMENT of this Constitution. The ratification of the conventions of nine States

shall be sufficient for the establishment of this Constitution between the States so ratifying the same

EXECUTE. The militia may be called forth to execute the laws of the Union

EXECUTED. The President shall take care that the laws be faithfully executed.
EXECUTION of the powers of the Government. Congress shall have power to make all laws
which shall be necessary and proper for carrying into execution the foregoing powers and
all other powers vested by this Constitution in the Government of the United States, or
any department or office thereof.

EXECUTION. Before the President enters upon the execution of his office, he shall take the
following oath or affirmation. (See Oath.).
EXECUTIVE authority of any State shall issue writs of election to fill vacancies that may happen
in the representation of such State. The

EXECUTIVE of any State may make temporary appointments to fill vacancies in seats of Sena-
tors until the next meeting of the Legislature of such State, which shall then fill such
vacancies. The

EXECUTIVE power. The Executive power shall be vested in a President of the United States of America

EXECUTIVE departments. The President may require the opinion in writing of the principal officer in each of the Executive departments upon any subject relating to the duties of their respective offices.

EXECUTIVE of a State. The United States shall, on application of the Legislature, or of the Executive of any State when the Legislature cannot be convened, protect each of them against domestic violence.

EXPEDIENT. The President shall, from time to time, recommend to Congress such measures

as he shall judge necessary and expedient.

EXPEL a member. Either House of Congress may, with the concurrence of two-thirds, expel a member

EXPENDITURES. A regular statement and account of the receipts and expenditures of all public money shall be published from time to time.

EXPORTS. No tax or duty shall be laid on articles exported from any State. EXPORTS, &c. No State shall, without the consent of Congress, lay any duty on imports or exports.

EX POST facto law. No bill of attainder or ex post facto law shall be passed.

EXTRAORDINARY occasions. The President may, on extraordinary occasions, convene both

Houses of Congress, or either of them.

FOREIGN nations. Congress shall have power to regulate commerce with foreign nations
FOREIGN coin. Congress shall have power to coin money, regulate the value thereof, and of
foreign coin.

FOREIGN State. No title of nobility shall be granted by the United States, and no person
holding any office of profit or trust under them, shall, without the consent of the Con-
gress, accept of any present, emolument, office, or title, of any kind whatever, from any
king, prince, or foreign State...

FOREIGN power.
No State shall, without the consent of Congress, enter into any agreement
or compact with another State, or with any foreign power
FOREIGN States, citizens, or subjects. The Judicial power shall extend to controversies be-
tween a State, or the citizens thereof, and foreign States, citizens or subjects

FORFEITURE. No attainder of treason shall work corruption of blood or forfeiture, except

FREE State. A well-regulated militia being necessary to the security of a free State, the right
of the people to keep and bear arms shall not be infringed
FREEDOM of speech and of the press. Congress shall make no law respecting an establishment
of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech or
of the press.
FUGITIVES from justice. A person charged in any State with treason, felony, or other crime,
who shall flee from justice, and be found in another State, shall, on demand of the Execu-
tive authority of the State from which he fled, be delivered up, to be removed to the State
having jurisdiction of the crime.

FUGITIVE slaves. No person held to service or labor in one State, under the laws thereof, es-
caping into another, shall, in consequence of any law or regulation therein, be discharged
from such service or labor, but shall be delivered up on claim of the party to whom such
service or labor may be due.
