"(A) advise the Commissioner and the Office concerning the administration of, preparation of general

regulations for, and operation of programs assisted under

this section;

(B) make recommendations to the Office with respect to the allocation of funds appropriated pursuant to subsection (d) among the purposes set forth in paragraph (2) of subsection (b) and the criteria to be used in approving applications, which criteria shall insure an appropriate geographical distribution of approved programs and projects through the Nation;

"(C) review applications and make recommenda

tions respecting their dispositions; and

"(D) evaluate programs and projects assisted

under this section and disseminate the results thereof.

A BILL

To authorize the Secretary of Health, Education, and Welfare to make grants to conduct special educational programs and activities concerning ecological-environmental education, and to establish a National Advisory Commission on Technology and the Environment.

TITLE I-ECOLOGICAL-ENVIRONMENTAL

EDUCATION PROGRAMS

STATEMENT OF PURPOSE

SEC. 101. (a) The Congress hereby finds and declares 5 that air and water pollution, environmental debasement, in6 dustrial and technological development which interferes with 7 the ecological cycle, and the denuding of our land poses a 8 serious threat to the health, strength, and vitality of the peo9 ple of our Nation, the propagation and protection of plant 10 and animal life and the protection of property and other re11 sources; that the tremendous growth of population and in12 dustry has resulted in substantial increases in atmospheric 13 waste, and air and water pollution throughout the United 14 States; that such abuse of the environment and interference 15 with the ecological cycle is increasing, particularly in our 16 urban and suburban areas; that there is a lack of authorita17 tive information and creative projects designed to educate the 18 American people about meeting the threat posed to our en19 vironment and to life itself, by industrialization and tech20 nological development, undertaken without regard to their 21 long-term effects and upon our environment and the eco22 logic cycle; and that public support and understanding of 23 the need for prevention and control of such environmental 24 abuse requires intensive and coordinated efforts on the part 25 of Federal, State, and local governmental agencies, business
