13 1 including such recommendations for legislation and adminis 2 trative action as it deems advisable. 3 9 POWERS OF THE COMMISSION 4 SEC. 205. (a) The Commission or, on the authorization 5 of the Commission, any subcommittee or members thereof, 6 may, for the purpose of carrying out the provisions of this 7 title, hold such hearings, take such testimony, and sit and act 8 at such times and places as the Commission deems advisable. (b) Each department, agency, and instrumentality of 10 the executive branch of the Government, including inde11 pendent agencies, is authorized and directed to furnish to the 12 Commission, upon request made by the Chairman or Vice 13 Chairman, such information as the Commission deems neces14 sary to carry out its functions under this title. 15 (c) Subject to such rules and regulations as may be 16 adopted by the Commission, the Chairman shall have the 17 18 power to (1) appoint and fix the compensation of an Execu 19 tive Director, and such additional staff personnel as he 20 22 23 24 deems necessary, without regard to the provisions of title 5, United States Code, governing appointments in the competitive service, and without regard to the provisions of chapter 51 and subchapter III of chapter 53 of such title relating to classification and General Sched 14 1 ule pay rates, but at rates not in excess of the maxi 2 3 4 5 6 7 8 mum rate for GS-18 of General Schedule under section 5332 of such title, and (2) procure temporary and intermittent services of the same as is authorized by section 3109 of title 5, United States Code, but at rates not to exceed $50 a day for individuals. (d) The Commission is authorized to enter into contracts 9 with Federal or State agencies, private firms, institutions, and 10 individuals for the conduct of research or surveys, the prep11 aration of reports, and other activities necessary to the dis12 charge of its duties. 13 14 COMPENSATION OF MEMBERS SEC. 206. Members of the Commission not otherwise 15 employed by the Federal Government shall receive compen16 sation at the rate of $100 per day for each day they are 17 engaged in the performance of their duties as members of the 18 Commission. All members shall be entitled to reimbursement 19 for travel, subsistence, and other necessary expenses incurred 20 by them in the performance of their duties as members of 21 the Commission. 22 23 APPROPRIATIONS AUTHORIZED SEC. 207. There is hereby authorized to be appropriated 24 for the purpose of this title the sum of $1,000,000 for the 25 fiscal year beginning July 1, 1970; $1,000,000 for the fiscal 15 1 year beginning July 1, 1971; and $1,000,000 for the fiscal 2 year beginning July 1, 1972. 4 SEC. 208. The Commissioner of Education is authorized 7 to award fellowships in accordance with the provisions of this 8 Act for graduate or professional study for persons who plan 9 to pursue environmental careers, in such fields as ecology, 10 hydrology, chemistry, biology, and engineering related to the 11 control of environmental pollution. 1 2 2 ALLOCATION OF FELLOWSHIPS SEC. 3. The Commissioner shall allocate fellowships 3 under this Act among institutions of higher education with 4 programs approved under the provisions of this Act for the 5 use of individuals accepted for study in such programs, in such 6 manner and according to such plan as will insofar as practi7 cable provide for an equitable distribution of such fellowships 8 throughout all regions of the Nation. 10 SEC. 4. The Commissioner may approve a program of 11 study as eligible for fellowships under this Act only upon 12 application by an institution of higher education and only 13 upon his finding— (1) that such program has as a principal or significant objective the education of persons for environmental careers, including professional or technical occupations for which there is a significant need in environmental fields; (2) that such program will expand opportunities for persons to undertake graduate or professional study in preparation for environmental careers; (3) that such program is in effect and of high quality, or can readily be put into effect and may reasonably be expected to be of high quality; (4) that the institution provides satisfactory assur |
