1 net officers with relevant jurisdiction, shall, upon request, 2 render technical assistance to local educational agencies, 3 public and private nonprofit organizations, private profit4 making organizations, institutions of higher learning, agencies 5 of local, State, and Federal Government and other agencies 6 deemed by the Secretary to play a role in preserving and 7 enhancing environmental quality and maintaining ecological 8 balance. The technical assistance shall be designed to enable 9 the recipient agency to carry on education programs which 10 deal with environmental quality and ecology and (2) deal 11 with environmental and ecological problems pertinent to the 12 recipient agency.

PAYMENTS

SEC. 7. Payments under this Act may be made in install15 ments and in advance or by way of reimbursement, with 16 necessary adjustments on account of overpayments or under

ADMINISTRATION

SEC. 8. In administering the provisions of this Act, 20 the Secretary is authorized to utilize the services and facili21 ties of any agency of the Federal Government and of any 22 other public or private agency or institution in accordance 23 with appropriate agreements, and to pay for such services 24 either in advance or by way of reimbursement, as may be 25 agreed upon.

2 SEC. 9. There is authorized to be appropriated for the

3 fiscal year ending June 30, 1970, for carrying out the

purposes of this Act such sums as Congress may deem

5 necessary.

Intended to be proposed by Mr. PELL to S. 3151, a bill to authorize the United States Commissioner of Education to establish educational programs to encourage understanding of policies and support of activities designed to enhance environmental quality and maintain ecological balance, viz: 1 On page 2, strike out all that appears on line 19 and all 2 that follows down through line 23 on page 7 and insert in 3 lieu thereof the following:

5 "SEC. 3. (a) Sections 803, 805, 807, 808, and 809 6 of title VIII of the Elementary and Secondary Education 7 Act of 1965, and all references thereto, are redesignated 8 as sections 802; 803, 804, 805, and 806, respectively. Such Amdt. No. 613

(as so redesignated) the following new section:

""ENVIRONMENTAL EDUCATION

"SEC. 807. (a) There is established, within the Office

5 of Education an Office of Environmental Education (re

6 ferred to in this section as the "Office") which, under the

7

supervision of the Commissioner, shall be responsible for 8 the administration of the program authorized by subsection

9

(b). The Office shall be headed by a Director who shall 10 be compensated at the rate prescribed for grade GS-17 in

section 5332 of title 5, United States Code.

(b) (1) The Commissioner shall carry out a pro

gram of making grants to, and contracts with, institutions 14 of higher education, State and local education agencies, and 15 other public and private nonprofit educational and re16 search agencies and organizations to support research, 17 demonstration, and pilot projects designed to educate the 18 public on the problems of environmental quality and eco19 logical balance.

"(2) Funds appropriated pursuant to subsection (d) 21 shall be available for such activities as

"(A) the development of curriculums in the preservation and enhancement of environmental quality and ecological balance;

"(B) projects designed to demonstrate and test the effectiveness of such curriculums;

"(C) dissemination of information relating to such curriculums and to environmental education, generally;

"(D) preservice and inservice training programs

on environmental quality and ecology for teachers and other education personnel, public service personnel and

government employees, and business and industrial leaders and employees; and

"(E) community education programs.

9 In addition to the activities specified in the first sentence 10 of this paragraph, such funds may be used for evaluation of 11 the effectiveness of any such activities.

"(3) Financial assistance under this subsection may be 13 made available only upon application to the Commissioner. 14 Applications under this subsection shall be submitted at such 15 time, in such form, and containing such information as the 16 Commissioner shall prescribe by regulation and shall be ap17 proved only if it—

"(A) provides that the activities for which assist

ance is sought will be administered by, or under the

supervision of, the applicant;

(B) describes a program for carrying out one

or more of the purposes set forth in the first sentence of

paragraph (2) which holds promise of making a substantial contribution toward attaining the purposes of this section; and
