INTRODUCTION

Since the enactment of the Federal Property and Administrative Services Act of 1949, which established the General Services Administration, numerous amendments to this and related statutes have affected significantly the authorities and responsibilities of GSA. This latest version of the GSA Basic Laws and Authorities Handbook not only includes all amendments to the Federal Property and Administrative Services Act since 1949, but also reflects most statutory provisions affecting GSA enacted as of the close of the 96th Congress, 1st Session.

The handbook is arranged in eight chapters: Chapter 1, "Federal Property and Administrative Services Act of 1949," including all amendments to the Act; Chapter 2, "General," including overall administrative statutes affecting the agency; Chapter 3, "Archives and Records," relating to the records management, maintenance, and disposition functions of the National Archives and Records Service (NARS) of GSA; Chapter 4, "Federal Property Resources," relating to the property disposal authorities of the Federal Property Resources Service (FPRS) of GSA; Chapter 5, "Federal Supply," relating to the procurement of property and services by the Federal Supply Service (FSS) of GSA; Chapter 6, "Public Buildings," listing many of the statutes on construction, leasing, and management of federal buildings by the Public Buildings Service (PBS) of GSA; Chapter 7, "Transportation and Public Utilities," relating to the transportation of goods, audit of billing, and representation before regulatory bodies by the Transportation and Public Utilities (TPUS) of GSA; and Chapter 8, "Automated Data Processing and Telecommunications," relating to the communications, automated data processing, and Federal Telecommunications System responsibilities of the Automated Data and Telecommunications Service (ADTS) of GSA. Applicable United States Code citations have been included for assistance.

To facilitate ease in use of the handbook, appended to this revised edition is an extensive new alphabetical index. This supplements the comprehensive Table of Contents preceding Chapter 1 and the individual Tables of Contents preceding each chapter.

In the event of significant statutory changes affecting GSA, we will issue appropriate supplements to this handbook.

We hope that this revised edition will serve as a convenient and useful document for those who wish to know the basic laws and authorities pertaining to the General Services Administration.
