Section 554 of title 5, United States Code, is 5 amended by inserting at the end thereof the following new 6 subsection: 7 "(f) COMMUNICATIONS TO AGENCY.-All written com8 munications and memorandums stating the circumstances, 9 source, and substance of all oral communications made to 10 the agency, or any officer or employee thereof, with respect 11 12 to such case by any person who is not an officer or em ployee of the agency shall be made a part of the public record 13 of such case.
