To Members of the Joint Committee on Defense Production: During 1976, the Joint Committee made the first comprehensive oversight examination of Federal programs, activities, and organizations concerned with nonmilitary emergency preparedness ever undertaken by the Congress. This inquiry encompassed all facets of Federal activity from peacetime programs for industrial mobilization to measures aimed at protecting lives and property from natural and manmade disasters. The present volume, Part I of the committee's Civil Preparedness Review, covers most of the current activities of the Federal Government in the area of emergency readiness. Part II addresses proposals and issues related to industrial defense against nuclear attack. The recommendations and documentation in this report, in my judgment, merit your serious consideration as a reflection of the current state of the Federal preparedness effort.
