201.1 Regional and Area Offices. 201.2 Locations of Regional and Area Offices.

§ 201.1 Regional and Area Offices.

Program operations of the Bureau of Commercial Fisheries are performed at various field installations. Such installations provide activities relating to the following:

(a) Marine fisheries. The Bureau conducts biological research on commercially important species of fish, shellfish and mammals off all coasts of the United States, in the high seas and in waters adjacent to territories and possessions.

(b) Inland fisheries. The Bureau conducts programs for the maintenance of inland fisheries which are designed to discover ways and means, and make recommendations, on measures for developing the fisheries of the Great Lakes and inland waters in conjunction with the conservation and management of commercial fishery re

sources.

(c) Services for commercial fisheries. The Bureau provides the following services to aid commercial fisheries.

(1) Conducts a market news service for collection and publication of current market information of fishery commodities.

(2) Provides an educational service to encourage the flow of domestic fishery products in commerce.

(3) Provides economic research on cost, employment, labor and prices in the fishing industry.

(4) Collects data on the activities of fishery cooperatives to insure their conformity with the provisions of the Fishery Cooperative Marketing Act.

(5) Conducts surveys to collect, analyze, and disseminate statistics on production, processing, storage, and marketing of fishery products.

(6) Studies the composition, properties and nutritive value of fishery products, byproducts, and develop

ment of fish cookery and home-canning methods.

(7) Explores fishing operations to determine the character, extent and availability of resources and to test, devise and demonstrate most effective gear and vessel types.

(8) Conducts investigations to improve and develop methods for handling processing, preserving, and transporting fishery products and byproducts and otherwise assisting the fishing industry in problems of production and distribution.

(9) Develops voluntary U.S. standards for fishery products and the performance of inspection services to determine adherence to the standards.

(10) Administers a fishery loan fund for the financing and refinancing of operations, maintenance, replacement, repair and equipment of fishing gear and vessels.

(11) Administers a fishing vessel mortgage insurance program which provides for the insurance of loans and mortages made in connection with the construction, reconstruction, or reconditioning of fishing vessels.

(12) Provides assistance in cooperation with the Department of Health, Education, and Welfare in the development of vocational training for the benefit of the fisheries industry.

(13) Provides Federal financial assistance to the States in carrying out projects in research and development of the commercial fisheries resources of the Nation.

(14) Provides funds for States and other non-Federal interests to finance anadromous fishery resources for up to 50 percent of the cost of projects such as stream improvement and construction of fishways, spawning channels, hatcheries, and research.

(d) International agreements and fursealing. The Bureau is responsible for conducting activities relating to international agreements concerning fishery resources. The Bureau is also responsible for activities relating to whales and certain other sea mammals, including the fur-sealing operation, and activities relating to the ad

ministration of the Pribilof Islands and their native population.

(e) Enforcement. The Bureau has responsibilities in connection with the administration and enforcement of the laws and regulations relating to international agreements.

(f) Field Supervision. Field installations are supervised by either a Regional or Area Director who has jurisdiction over Bureau activities in the States encompassed by his Region or Area, unless otherwise stated for a particular matter in the regulations. All persons may secure from the Regional or Area Offices information or make submittals or requests as well as obtain forms and instructions as to the scope and content of papers or reports required of the public.

§ 201.2 Locations of Regional and Area Offices.

The addresses and geographic jurisdictions of the Regional and Area Offices of the Bureau of Commercial Fisheries are as follows:

(a) Pacific Northwest Region-Region 1 (comprising States of Washington, Oregon, Idaho, Montana, and Wyoming).

(a) For the purpose of the regulations of this part the North Pacific area is defined to include all waters of the North Pacific Ocean and Bering Sea north of 48°30′ north latitude, exclusive of waters adjacent to Alaska north and west of the International Boundary at Dixon Entrance which extend 3 miles seaward (1) from the coast, (2) from lines extending from headland to headland across all bays, inlets, straits, passes, sounds, and entrances, and (3) from any island or groups of islands, including the islands of the Alexander Archipelago, and the waters between such groups of islands and the mainland.

(b) The exclusive waters adjacent to Alaska shall be those in which salmon net fishing is permitted under State of Alaska regulations. Federal salmon net fishing regulations in exclusive waters outside of State waters shall be the same as regulations promulgated by the State of Alaska for its citizens. § 210.10 Salmon fishing prohibited, exception.

No person or fishing vessel subject to the jurisdiction of the United States shall fish for or take salmon with any net in the North Pacific area, as defined in this part: Provided, That this shall not apply to fishing for sockeye salmon or pink salmon south of latitude 49° north.

SUBCHAPTER C-MARINE MAMMALS

(c) Director means the Director of the National Marine Fisheries Service, National Oceanic and Atmospheric Administration, U.S. Department of Commerce.

(d) Fur seal means Northern fur seal scientifically known as Callorhinusursinus.

(e) Public display means, with respect to fur seals, display, whether or not for profit, for the purposes of education or exhibition.

§ 215.3 Penalties.

Any person who violates the provisions of Title I of the Act which relate to the protection of fur seals, or regulations thereunder as set forth in Subpart B of this part, shall be fined not more than $2000 or be imprisoned not more than one year, or both. Any person who violates or fails to comply with the regulations relating to the use and management of the Pribilof Islands or to the conservation and protection of the fur seals or wildlife or other natural resources located thereon, as set forth in Subpart C of this part, shall be fined not more than $500 or be imprisoned not more than six months, or both.

Subpart B-Public Display of Living Fur Seals

§ 215.11 Taking of fur seals for public display.

(a) Fur seals will be made available for public display only to holders of public display permits issued pursuant to § 215.13. All takings of fur seals will be by personnel of the National Marine Fisheries Service. The fur seals will thereafter be made available to a permit holder at a place and under such conditions as determined by the Director.

(b) A fee of $600 per animal will be charged for the services provided by the National Marine Fisheries Service in capturing, caring for and holding
