The major changes are indicated below. a. Paragraph 1-4a (2) has been modified to require that maximum and proper use be made of the authority to effect temporary appointments for less than 6 months without the necessity of making a national agency check. b. Paragraph 1-46(1) has been modified to permit a break in service of 6 months instead of 90 days without reinvestigation. c. Paragraph 1-40 has been changed to reflect additional requirements in cases of emergency assignment to a sensitive position (critical) of a person for whom a background investigation has not been completed. Besides the NAC with favorable results previously required, a check of the individual's official personnel folder, local intelligence, and provost marshal files is required. The paragraph also has been changed to eliminate the former requirement in subparagraph (1) that all positions Grade GS-14 and above, including experts and consultants of equivalent standing, will be in the sensitive (critical) position category. d. Paragraph 1-56 has been changed to provide that particular attention will be given to accurate delineation between sensitive critical positions and sensitive positions (noncritical) even though the investigative requirements are the same. e. Paragraph 1-6c has been changed to provide current instructions for submission of requests for national agency check and inquiry (NACI) on nonsensitive and noncritical-sensitive positions to the Civil Service Commission's NACI program area centers in New York, Chicago, and San Francisco. f. Paragraph 1-11 has been modified to (1) Reflect the new instructions referred to in e above. (2) Provide current addresses of the Commission's NACI program area centers. These regulations set forth the forms required and the procedures to be followed in initiating preappointment or preassignment security investigations required under Executive Order 10450 (see FPM Z1-195). These regulations are applicable to all installations of the Department of the Army wherever located, and they apply to assignments to all positions, including consultants and experts, in both the competitive and excepted services. They do not apply to the initiation of complaint type investigations as defined in AR 381-130 for persons who are already employed. Paragraph 1-1 1-2 1-3 1-4 1-5 1-6 1-7 1-8 1-9 1-10 1-11 removal, and action under SR 620-220-1 is not appropriate, necessary action will be taken in accordance with CPR S1. REQUIREMENTS 1-2. A security investigation is required for all appointees to civilian positions. Current employees being considered for reassignment to positions of a higher degree of sensitivity also may be subject to additional investigation requirements. In the case of both appointees and employees, the scope and type of investigation and the procedures to be followed will vary with the degree of sensitivity of the position. The procedures to be followed also may vary depending upon whether the position is temporary in nature or is to be filled by a citizen or noncitizen appointee. DEFINITIONS National Agency Check (NAC) 1-3. a. This consists of a check of the following files: (1) Fingerprint files, Bureau of Identifica- (3) Investigative files, United States Civil (4) Files of the House Committee on UnAmerican Activities. (5) When the individual concerned has had Federal civilian employment, or has had service in a branch of the Armed Forces, or in the Merchant Marine, a check is made of the appropriate file listed below: (a) Office of Naval Intelligence, Department of the Navy. (b) Central Records Facility, Department of the Army. (c) Office of Special Investigations, Department of the Air Force. (d) Coast Guard Intelligence, Department of the Treasury. Written Inquiries b. Requests in writing (forms) for pertinent information from law enforcement agencies, former employers and supervisors, references, and schools. These written inquiries normally will not duplicate the preemployment inquiries obtained in accordance with CPR R2. NACI c. An abbreviation for the investigation which includes a National Agency Check and written inquiries. Background Investigation d. An investigation conducted on a personal basis to obtain full facts regarding the background and activities of an individual. Major Command e. This term is used in these regulations in accordance with the definition contained in AR 320-5. Limited Investigation f. A personal type investigation conducted by the Civil Service Commission which is limited to obtaining facts concerning derogatory information which was developed during a National Agency Check and inquiry and which might disqualify the individual. TYPES OF INVESTIGATION REQUIRED Nonsensitive Position 1-4. a. This is a position which does not require access to classified defense information and one in which the incumbent could not, by virtue of the nature of the position, bring about a material adverse effect on the national security. Except as noted below, assignment of any individual to a nonsensitive position requires completion of a National Agency Check and written inquiries (NACI) with satisfactory results.
