Chapter 15, "Personnel Security Investigations and Clearances for Access to Classified Information" (OPNAVINST 5510.1B), dated March 10, 1958, with changes through April 4, 1962.

Notice from the Chief of Industrial Relations, dated October 22, 1962, with reference to reciprocal acceptance of clearances (OIR 12732; OIR 110 mcf).

Attached is a revision of NCPI 732, CHARGES, REMOVALS, AND OTHER ACTIONS UNDER THE SECURITY PROGRAM. The present NCPI 732 should be removed from the NCPI volume and the attached revision inserted in its place.

REASONS FOR REVISION

NCPI 732.1-1.--Revised to bring references up to date.

NCPI 732.2.--Revised to require submission of Official Personnel Folders with security case files; to clarify definition of "sensitive" position; to substitute the provisions of P. L. 330, 84th Congress, for repealed Section 9A of the Hatch Act; to qualify the requirements for hearing board membership; to set forth additional responsibilities of bureaus, offices, and activities under the security program; and to incorporate the provisions of OIR Notice 12029 of 24 April 1957.

NCPI 732.3.--Revised to expand security criterion (18) under subsection 3-2a and to delete subsection 3-2b.

NCPI 732.4.--Revised to clarify the procedures for processing results of investigations; to provide for adjudication of full field investigations in certain instances without referral to security screening boards; to set forth conditions under which Navy officials may not act as witnesses in security cases; to strengthen safeguards against improper disclosures in interviews and hearings; to modify the procedures used in security cases to reflect Supreme Court decisions end changes in security policy; to incorporate the provisions of OIR Notices 12029 of 4 June 1956 and 21 May 1958.

NCPI 732.6-1 through 6-3.--Revised to conform with current practices developed with the CSC and to align these sections with the revised provisions of NCPI 750 and NCPI 352.

NCPI 732.6-4.--Revised to incorporate the provisions of OIR Notice 12029 of 19 April 1957.

NCPI 732.6-5e, 6-5f, and 6-5g.--Revised to reflect changed procedures for transmitting arrest records.

NCPI 732.7.--Revised to provide a better guide for designating sensitivenoncritical and sensitive-critical positions; to reflect changes in CSC regulations; to set forth changes in security policy; to incorporate the security provisions of Chapter C-4-7.01 of the FEDERAL PERSONNEL MANUAL as reflected in NCPI 305.3-4d(2); to incorporate the provisions of OIR Notice 12029 of 16 March 1956; to incorporate the provisions of OIR Notice 12029 of 7 March 1958 and OIR Notice 12732 of 12 September 1960, and the 1 June 1960 revisions of paragraph 2-203.1 of OPNAV INSTRUCTION 5540.8B (ARMED FORCES INDUSTRIAL SECURITY REGULATION).

NCPI 732.8-Encl. 11.--Revised to provide for classified stowage of the Standard Form 85 returned by the CSC, which on occasion contains security information; to reflect current CSC regulations with respect to the disposition of the signed original of the Standard Form 85 in event of the employee's separation; to provide for pre-employment national agency checks and written inquiries on applicants for nonsensitive apprentice positions; and to provide for waiver of the three-day time limit for submitting security investigative documents on civilian marine appointees to MSTS in emergency crewing situations.

NCPI 732.8-Encl. 12.--Revised to conform with the procedures of NCPI 732.7-5 and to incorporate the provisions of OIR Notice 12029 of 27 March 1959.
