As I stated earlier, we have tried to have an assistant secretary when we got to policy questions and I expect you to turn to your associates as you see fit, but we will be glad to hear from you, as I say, to hit the highlights and your full statement will be in the record. Mr. CROWELL. Thank you, Mr. Chairman. To Mr. Myers' right is Mr. Bill Gardner, Budget Officer for the Soil Conservation Service, and to my left is Mr. Robert Sherman of the Department's Budget Office. TARGETING Mr. WHITTEN. Let me raise one question with you Mr. Crowell. Last year we went along with you on targeting but restored funds to keep the Soil Conservation Service operating as it was so that the resources of the entire country would be protected. As I understand it, now you are recommending that we go along with correcting the worst situations, neglecting the rest. But then the rest can get in as bad a condition as those areas you propose to treat. Is that an appropriate description of what you propose? Mr. CROWELL. Mr. Chairman, that is not an accurate characterization of what we are proposing this year, sir. Mr. WHITTEN. Where does your proposal vary from the way I described it? Mr. CROWELL. It is true that we are continuing with our proposals for targeting. Mr. WHITTEN. You are targeting the areas which are in bad shape, aren't you? (1) |
