• A willingness to commit the necessary person nel and funds to provide the State share of the cost Cooperation of major agencies, public officials, and professional leaders involved in the drug diversion problem at the retail level • Sufficient population to warrant the formation of such a group. If these criteria are met and if the LEAA approves the application for funds, the applicant law enforcement agency appoints the head of the DIU. Personnel are then collected from various State agencies, such as the law enforcement groups of the State, the State boards of health regulation and licensing (e.g., pharmacy and medicine) and the DEA. A graphic presentation of DIU establishment is shown in Exhibit VII-1. (4) Results of DIU Activity Exhibit VII-2 illustrates the immediate advantages of a DIU. All ases involving diversion at the retail level are referred to the DIU. The DIU can handle diversion cases with more sophistication, resulting in the successful prosecutions of criminal offenders. These DIUS established pilot programs have achieved substantial results. Offenders are now more readily discovered through the sophisticated and comprehensive efforts of the units. All States which have been satisfied with the results of this program have indicated a willingness to assume total funding when the LEAA grant expires. Several other States have initiated steps to establish a DIU. |
