(1) Significance of Training and Manuals

More than 70 percent (26 or more) of the respondents considered all of the factors mentioned below as very significant or significant ways for increasing the effectiveness of the compliance investigative units. (See Table 14.)

(2) Acceptability of Triplicate Prescription Orders

In all three areas where triplicate prescription orders could be used as drug control mechanisms, the largest number of respondents, 43 percent (15) to 29 percent (10), felt that legislative action was required before their States would accept such measures. Of particular interest, in two of three areas, the second largest group of those responding opposed triplicate prescription orders, 23 percent (8) and 20 percent (7). No comments were elicited or requested on statutory, constitutional, or recent judicial issues which might inhibit the use of triplicate prescription orders. (See Table 15.)

(3) Methods to Improve Complaint Handling Process

The following suggestions were viewed as significant methods to improve the effectiveness of the complaint handling process: increasing the board's regulatory authority (57 percent or 20); increasing its statutory authority (57 percent or 20); and increasing support provided by legal counsel (68 percent or 24). (See Table 16.)

(4) Improving Information Flow from Practitioners and the Public

A number of ways were suggested to involve practitioners and the public in the compliance process. The only suggested means which was viewed as significant or very significant by both the chiefs of compliance investigations for the five largest States (100 percent or 4) and the other 46 States (84 percent or 26) was continuing drug education for practitioners. However, 58 percent (18) of the chiefs from the 46 smaller States believed that improving the practitioners' complaint handling mechanism would be either significant or very significant.

State professional associations have an important role in the regulation of member health care practitioners, particularly in such areas as drug abuse and diversion, voluntary compliance, disciplinary activities, and continuing education. This chapter examines those association activities which relate to the regulatory role. The assessment is based on field surveys of several professional associations and the results of questionnaires completed by 245 State association officials representing 203 professional associations in 50 States and the District of Colum
