having Wharfs for retailing Fuel by themselves, and Free Watermen, or Lightermen, may carry their own Goods (only) by them retailed, and the Occupiers of Lay-ftalls; and Gardeners may carry their Goods to Market at London and Weftminster, and Places adjacent, and Dung as they formerly have done. XIIIClaufe AND the Rights of the Lord of the Manor of Gravefend, and of the Mayor, Jurats, and capital Inhabitants of Gravefend, and Milton in the County of Kent, fhall continue as formerly: And the Watermen of St. Margaret's, Weftminfier, may ply and carry Paffengers cross the River from Westminster-Bridge to Strangate, and from the Horfe-Ferry to Lambeth-Bridge, on the Lord's Day, in their Turns, paying the Money they fo Earn to the Ufe of the poor and decayed Watermen of the faid Parish, and their Widows; and the Watermen of that Parish, upon the 23d Day of April yearly, fhall choofe Two Stewards and a Clerk, and shall appoint fuch Watermen as fhall fo work in their Turns as aforefaid, as XIV Clause more fully appears by the said Act. AND whereas by an Act made in the Fourth and Fifth Years of the Reign of Her late Majesty Queen Anne, entituled, An A&t

for the Encouragement and Encreafe of Seamen, and for the better and speedier Manning Her Majefty's Fleet; it is enacted, That in cafe the Lord High Admiral, or Three of the Commiffioners of the Admiralty for the Time being, fhall give Notice to the faid Company of Watermen, that there fhall be Occafion for fuch a certain Number of the faid Company to ferve Her Majefty, and they being duly fummoned, by leaving Notice in Writing at the Place of their ufual Abode; if within Ten Days after fuch Summons, they fhall not appear before the Rulers, fuch Perfon fo fummoned and convicted thereof, fhall fuffer Imprifonment for One Month, and be difabled from enjoying any Privilege of the faid Company for Two Years. man, shall take any Apprentice, unlefs he shall then be of the Age of Eighteen Years at the leaft, (except the Son of a Waterman) who by the faid Act might be taken Apprentice at the Age of Sixteen Years; And that by feveral of the Rules, Orders and Conftitutions made by the faid Company, the Increase of Seamen is hindered and prevented, to the great Prejudice of Her Majefty, and the Trade of this Kingdom: It is enacted, That the faid Claufe or Claufes in the faid Act of the First Year of King James the First, that restrain the taking of Apprentices until they fhall be of the feveral Ages of Eighteen and Sixteen Years; and the Rules, Orders and Conftitutions in the faid first mentioned Act particularly expreft, and all and every other Rule, Order and Conftitution made for reftraining any Waterman, Wherryman or Lighterman, that now are, or shall be hereafter Free of the faid Company, from taking and breeding of Apprentices, fhall be, and are, and is thereby repealed and declared to be void, and of none EfXVIClaufe fect. AND that the Court of Lord Mayor and Aldermen of the City of London, fhall and may, from Time to Time, and at allTimes hereafter, review, re-examine,

alter or amend, all fuch Rules and ByLaws which relate to the Apprentices of Watermen and Lightermen, and all other Orders and Conftitutions which have been made then, before, or which shall hereafter be made for the Government of the faid Watermen and Lightermen; which Alterations and Amendments fhall be fubject to the Approbation of the Chief Juftice of Her Majesty's Court of Queen's Bench for the Time being; and that all fuch Rules, Orders and Conftitutions fo reviewed, re-examined, altered, or amended and approved, fhall be well and duly obferved and put in Execution; the faid recited Acts or Rules, or any other Act, Claufe or Rule, Order or Conftitution to the contrary thereof in any wife notwithstanding.

Now the faid Lord Mayor and Aldermen of London, at a Court of Lord Mayor and Aldermen, held at the Guildhall of the faid City, the 23d Day of March, Anno Dom. 1707, and in the Se venth Year of Her faid Majefty's Reign, in pursuance of the Power and Authority given to them, have seriously and deliberately re-viewed, re-examined, altered and amended all fuch Rules and

1.A General Court.

By-Laws of the faid Company which relate to Apprentices of Watermen and Lightermen, and all other the Orders and Constitutions of the faid Company, for the Government of the faid Company of Watermen and Lightermen, and have fettled and established the fame to be duly obferved and put in Execution by the faid Company from Time to Time, according to the Purport. true Intent and Meaning of the Statutes and Laws in that behalf made and provided, which Rules, Orders, By-Laws and Conftitutions fo re viewed, re-examined, and by them fo altered and amended, are as followeth viz.

IMPRIMIS, That a Court of Affiftants of the faid Company fhall be called by the Rulers, and held by the Rulers, Auditors and Affiftants of the faid Company, or the major Part of them, in the Common-Hall or Meeting-place of the faid Company in London, Four Times at the leaft in every Year; (That is to fay) in the Months of May, Auguft, November, and February, and oftener, if Twenty of the faid Auditors and Affiftants for the Time being, fhall under theirHands defire the fame; to which all the Auditors and Affiftants for the Time being, fhall by
