MEMORANDUM OF UNDERSTANDING BETWEEN WELDON ROUGEAU, OFCCP DIRECTOR, AND ASSISTANT SECRETARY ELISBERG REGARDING THE AUTHORITY OF THE OFCCP DIRECTOR U.S. DEPARTMENT OF LABOR OFFICE OF THE ASSISTANT SECRETARY FOR Employment STANDARDS The following are agreements reached between Donald Elisburg, Assistant Secretary for Employment Standards, and Weldon J. Pɔugeau, Director of the Office of Federal Contract Compliance Programs, on June 10, 1978, relative to the functional and organizational structure of the _consolidated_contract compliance program. These arrangements recognize the extraordinary requirements of the consolidated program to quickly achieve consistency of policy and program execution among the 1800 or more staff transferring to DOL from the eleven compliance agencies now responsible for E.O. 11216 program operations. Associated with these requirements is the need for extensive training and re-training, major systems development and close program execution oversight by the OFCCP National Office. I. Research The OFCCP National Office will have "operational" research capability. This activity will be carried out within various branches and divisions of the National Office. In particular, the Branch of Policy, Branch of Regulations and Procedures and the Branch of Veterans' and !!andicapped Policy within the Division of Program Policy, the Branch of National Programs within the Division of Program Operations and the Branch of Planning and the Branch of Analysis within the Division of Program Analysis will house these functions. |
