Dear Gus:

Last fall, you and I talked and exchanged letters about the advisability of structural changes in the Employment Standards Administration (ESA) and other management improvements in the Office of Federal Contract Compliance Programs (OFCCP). At that time, I mentioned that we were scheduled to complete our own review of these issues by the end of January, 1987. Having finished that work, I would like to apprise you of the progress we have made in the management of OFCCP, and of my decisions regarding the organizational structure of ESA/OFCCP.

Management Improvement in OFCCP

The Deputy Secretary and I conducted a serious and thorough review of the problems in OFCCP and ESA. A tremendous amount of senior management time was allocated to this, including that of the Solicitor, the Assistant Secretaries for Policy and Administration, the Deputy Under Secretaries for ESA and Congressional Affairs and other senior managers.

As a result of this review, we are designing and implementing a forceful management improvement plan in OFCCP, which seeks to address the specific problems which you and I agree need to be addressed.

We have already begun to implement key components of the management plan, including:

Providing training and clear policy direction to ensure fair and active enforcement of Executive Order 11246.

Reducing the layers of review.
