EMPLOYMENT AND PAY ROLLS OF GOVERNMENT ESTABLISHMENTS OR CORPORATIONS FINANCED WITH NONGOVERNMENTAL FUNDS Several Government establishments or corporations are conducted entirely without governmental appropriations, using the incomes received from their own operations. Since employees of these agencies are not paid directly by the Federal Government and in no sense constitute a charge upon the Federal Treasury, they are not considered Federal employees, and employment and pay roll data for them are excluded from the regular reports of the Civil Service Commission. The table below shows the comparison of employment and pay rolls for these establishments for the semiannual periods ending December 1940 and June 1941. Increases occurred in the Federal Reserve Banks, 2,290; in the Panama Railroad Co. at the Panama Canal, 1,107; and the Inland Waterways Corporation, 610. There were no significant decreases. In addition to the agencies listed below, there are other Government establishments which operate wholly, or in part, from their own revenues, but which are included in the regular reports of employment and pay rolls because Congress has placed limitations upon their use of funds. Employees of such agencies are considered Federal employees. Included in these establishments are the Post Office Department, Board of Governors of the Federal Reserve System, Federal Deposit Insurance Corporation, Federal Housing Administration, Home Owners' Loan Corporation, and Reconstruction Finance Corporation.
