The purpose of this letter is to ask if you would serve, for the ensuing year, as a Member of the Judicial Selection Committee of the Federal Bar Association, District of Columbia Chapter. I am asking you to serve on this Committee because of your background and knowledge of D.C. affairs, and because the work of the Committee this year will be unusually important. The problems involved are serious; and hence I am taking the liberty of writing this letter more frankly than if the subject matter were to be made public. First, the Bill for the reorganization of the Judiciary system in the District of Columbia may well go through this year; and if it does there will be some ten additional judges to be appointed for the District of Columbia Courts. A function of our Committee is to make nominations for all judgeships of the D.C. Courts. Second, it appears to be vital that the Judges appointed to the D.C. Courts have at least two main attributes: (1) that ability to analyze and write, and that legal learning and perception, which appear to be the prime requisites of a first-class Judge anywhere; plus (2) some knowledge, some psychological grip, some understanding, of problems in the District of Columbia community. It is no secret that tension here is high. And it also appears that one of the best methods—indeed, if not the best method-of helping to reduce this tension, is through improving the process of law and order. In turn, we think that the process of improving law and order can be furthered by appointing the kind of judges described above. Bob Weston, who is the Judge of the District of Columbia Tax Court and ViceChairman of the Committee, and who has reviewed a draft of this letter, and I propose that, in the workings of the Committee this year, we do not just sit back and evaluate names which are suggested. We will of course do that; but, in addition, we propose to try to uncover all the available talent in the area that we can, in a comprehensive search for promising judicial nominees. The Committee's deliberations will be private and confidential, and its work will be quiet rather than vocal. It will give its nominations no publicity, although they will be directly relayed to the Attorney General, which is where we hope to be effective.
