It does not pretend to offer a solution, but in explaining the real reason of the differences which create such a wide gulf between the different peoples inhabiting the Balkan Peninsula and the Austrian Empire, it undoubtedly throws a welcome light on a very dark question. The author complains of the preponderating influence of the Jews, but he forgets how large a share of the industries and wealth of those countries is due to their intelligence and labour.
