INTRODUCTION The text of the basic laws and other enabling authorities for the programs and responsibilities of the General Services Administration, as amended to May 1, 1967, are contained in this compilation. Laws, Executive orders, reorganization plans, and other directives are included. With some exceptions, laws granting authority generally to all agencies, including GSA, such as the Buy American Act and the Walsh-Healey Act, have not been included. The first item in the compilation is the principal GSA statute, the Federal Property and Administrative Services Act of 1949 (63 Stat. 377), as amended. Some 50 laws have explicitly amended this Act since its approval on June 30, 1949. All such amendments are reflected in the text, and the amendatory laws are listed in a note at the end of the Act. References to laws and reorganization plans which have changed the names of certain agencies mentioned in the Act and other editorial comments appear in footnotes to the Act. Other laws and authorities in the compilation are arranged by subject matter. References, footnotes, several tables of contents, and applicable United States Code citations have been included for assistance. This compilation was prepared by the Office of General Counsel. It should serve as a convenient and useful document for those who wish to know the basic laws and authorities pertaining to the General Services Administration.
