ORDER

This is a petition for naturalization filed by Maria Del Pilar Lanuza Ortigas, a Spanish citizen.

WHEREFORE, notice is given that this petition is set for hearing on July 15, 2013, at 8:30 o'clock in the morning.

At petitioner's expense, let this Order, together with the petition be: (a) published once a week for three (3) consecutive weeks in the Official Gazette and in a newspaper of general circulation in Quezon City, and (b) posted at the lobby of the Quezon City Hall of Justice and at the bulletin board near the entrance of this sala.

Furnish this Order, together with the petition and its annexes thereto, the Office of the Solicitor General, the Quezon City Prosecutor, the Department of Justice, the Chief of the Philippine National Police, and the Office of the President of the Republic of the Philippines.

PETITION

Petitioner, by counsel, respectfully states:

1. She is a Spanish citizen, a resident of 22 Sparrow Street, Greenmeadows I, Quezon City, and had filed this application pursuant to Commonwealth Act No. (CA) 473, as amended.

A copy of her Alien Certificate of Registration I-card is attached as Annex A.

2. Petitioner is qualified to become a citizen of the Philippines by naturalization under $2, CA 473, thus:

a. She is 72 years old and was born in this country on June 28, 1940 in the Hospital Español de Santiago, in Makati, Rizal (now Makati City) to parents Gerardo Lanuza y Gutierrez and Rosario Ortigas y Vargas.

Her father was a Spanish citizen who came to the Philippines to work for the tobacco industry and stayed here until his death. Her father quickly adjusted to the Filipino way of life and culture. Her mother was a natural-born Filipino, but acquired Spanish citizenship by marriage. She also died in this country.

A copy of petitioner's Birth Certificate is attached as Annex B.

b. She has resided in the Philippines continuously since birth.

When petitioner was still a child, she and her family lived very close to San Sebastian Catholic Church in Legarda Street, Manila. They lived there until Manila was declared

an Open City to the Japanese military forces in 1941.

During the last world war, petitioner and her family transferred to Taft Avenue corner Agno Street in Malate, and lived in the house of her uncle and aunt, Joaquin and Carmen Ramirez.

Thereafter, petitioner's grandmother purchased a house in Manga Avenue, Sta. Mesa, Manila, where she spent her childhood years. Sometime in 1954,

petitioner and her family transferred their residence to No. 2051, Dakota Street, Malate (now called M. Adriatico Street).

When Petitioner's mother died in 1970 petitioner joined her father in to Anahaw St. North Forbes, Makati City. They later moved into their uncle's home in 11 Ipil St. South Forbes, Makati City.

Currently, petitioner has been residing in Quezon City where she had lived for the past twelve (12) years.

A copy of her old Immigrant Certificate of Residence is attached as Annex C. A copy of her current Community Tax Certificate is attached as Annex D.

c. She is of good moral character and believes in the principles underlying the Philippine Constitution, and has conducted herself in a proper and irreproachable manner during the entire period of her residence in the Philippines in her relation to its constituted government as well as with the community in which she is living.

Petitioner is a sociable person and was never involved in any activity that goes against acceptable norms of conduct. She is active in church activities and has been a volunteer for community outreach programs. A certificate of good moral character issued by Fr. Joaquin Valdes of University of Santo Tomas, who personally knows petitioner for twenty (20) years, is attached as Annex E.

A clearance from the National Bureau of Investigation (NBI) covering the absence of any suit against petitioner for matters pertaining to her character is attached as Annex F.

d. She has engaged in lawful occupation in the Philippines. Since 1994, petitioner has been employed as Management Consultant of Universal Travel Corporation, a domestic corporation.

She also owns stocks in A Brown Company Inc. and Jollibee Food Corporation. A copy of Certifications. thereon is attached as Annex G.

Income acquired from services rendered declared for income tax purposes as to Universal Travel Corporation have been evidenced by copies of her Income Tax Returns for the periods 2008-2010 attached as Annex H to H-2.

e. Petitioner speaks Filipino. She is fluent in English and Spanish but her spoken language is Filipino. As a native-born alien, petitioner adopted the Filipino way of life. Part of it is learning how to speak in Filipino in which she is also fluent.

f. She has no minor children at the time of filing of this petition. Petitioner was married to Willem Busman, a Dutch citizen who has born on January 30, 1945 in Amsterdam, Netherlands. They had two children, namely, Mark Erik Busman, born July 29, 1977 (35 years old), and Monica Marie Busman, born on July 29, 1979 (33 years old). Both live with petitioner.

A copy of her certificate of marriage to Wilhelm Busman is attached as Annex I. Copies of the certificates of live birth of her children are attached as Annexes J and K.

3. Petitioner is not disqualified under §4, CA 473 to become a citizen of the Philippines by naturalization for the following

reasons:

a. She is not opposed to organized government or affiliated with any association or group of persons that uphold and teach doctrines opposing all organized governments.

b. She does not defend nor teach the necessity or propriety of violence, personal assault, or assassination for the success or predominance of men's ideas.

c. She is not a polygamist or a believer in the practice of polygamy.

d. She has not been convicted of any crime involving moral turpitude as evidenced by her NBI clearance attached as Annex F.

e. She is not suffering from mental alienation or incurable contagious diseases.

A copy of a medical certificate stating that petitioner is of good health and is not suffering from any incurable contagious disease or from mental aberration is attached as Annex L.

f. She has mingled socially with the Filipinos, and she has evinced a sincere desire to learn, love and embrace the customs, traditions, and ideals of the Filipinos.

During petitioner's childhood days, she and her cousins would join their Filipino neighbors and play "taguan”, piko, patintero, sipa and other Filipino games. They would then go to the Sari-Sari store in Altura Street to buy sweets and junk food. They were also fond of street ice cream and would ask the ice cream vendor for "dagdag". Petitioner enjoyed her childhood days in the Philippines.

Petitioner has numerous Filipino friends who continue to be kind to her and had taught her how to speak Tagalog correctly until she mastered the Filipino language. She loves eating native food like kutsinta, fried lumpia, pancit and tiratira.

Petitioner has been active in the community and has been helping in church functions. She truly loves and adores the Filipinos, their customs, traditions, sights, and food.

Copies of affidavits of Aileen P. Jacob, a resident of No. 80 E. Rodriguez Ave., Barangay Teresa, Quezon City and Edwin L. Cosio of 23 Malac St., San Francisco Del Monte, Quezon City as petitioner's

character references are attached as Annexes M and N.

g. She is not a citizen or subject of nations with whom the Philippines are at

war.

h. She is not a citizen or subject of a foreign country whose laws do not grant Filipinos the right to become naturalized 4. citizens or subjects thereof.

Pursuant to §6, CA 473, petitioner is exempt from filing a Declaration of Intention to become a citizen of the Philippines under §5, CA 473, because she was born in the Philippines and studied in schools recognized by the Philippine Government where Philippine history, government and culture were taught during her primary and secondary years.

The Petitioner has also given primary and secondary education to her children in schools recognized by the Philippine Government and not limited to any race or nationality.

She went to St. Scholastica's College for her primary and secondary education and graduated in the years 1954 and 1958, respectively.

She went to Assumption Convent for her tertiary education and graduated with a degree of Bachelor of Science in Commerce in 1962.

Copies of her diplomas in primary, secondary, and tertiary education are attached as Annexes O, P, and Q.

Petitioner also sent her children to a private school recognized by the Philippine government for primary and secondary education. The school is not limited to any race or nationality.

Both her children studied in Brent School Manila from 1990 to 1998. They also earned College Degrees from the University of the Asia and the Pacific in Pasig City.

Petitioner's son Mark Lanuza Busman completed his College Preparatory Course from Brent School Manila on 1996. Mark later earned the degree of Bachelor of Science in Information Technology on June 9, 2001. He later pursued a degree of Master of Science in Information Technology on May 31, 2003 from the University of the Asia and the Pacific.

Petitioner's daughter Monica Lanuza Busman also completed her College Preparatory Course in 1998 from Brent School Manila. Monica earned a degree of
