MEMORANDUM CIRCULAR No. 41

ENJOINING ALL HEADS OF DEPARTMENTS, AGENCIES AND INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT TO SEND NOMINEES ΤΟ THE PUBLIC MANAGEMENT DEVELOPMENT PROGRAM

WHEREAS, in pursuit of realizing the President's goal of a professionalized and competent government bureaucracy, we are investing in a career executive service development program - the Public the Public Management Development Program (PMDP), a purposive, program-based, and integrated professional development program that provides a clear direction towards professionalizing the bureaucracy by producing a corps of developmentoriented, competent, dedicated, and accountable government executives; and,

WHEREAS, the Development Academy of the Philippines (DAP) has been tasked to implement this Program by harnessing its

The Public Management Development Program (PMDP) offers two classes: The Senior Executives Class (SEC) and the Middle Managers Class (MMC).

The Senior Executives Class is designed
for senior government executives who
exhibit outstanding intellectual and
creative abilities, commitment to public
service, and potential for shaping policy
and management at higher levels of
govemment. This includes all incumbents
or OICS of SG 25 and up positions aged
55 years or less.

The Middle Managers Class is designed for high-performing govemment
managers who exhibit potential to become career executive service officers.
This includes all incumbents or OICS of SG 24 positions who have a permanent
employment status and aged 55 years or less.

All participants should have gained a VS performance rating in the last 2 years
and have demonstrated excellent work in an assignment or project and are in
good health. They should be clear of administrative and criminal cases, have
not gone habitually on leaves and are willing to sign a one-year service
contract after graduation. Moreover, they should be nominated by their heads
of agency to the program.

THE PMDP DESIGN

Residential Training

Training will be residential at the DAP Conference Center in Tagaytay City.
Participants will reap useful insights from about three months of highly
interactive classes with breaks, on both the theory and practice of public
sector management. Seasoned faculty will facilitate these sessions while
eminent persons will engage the participants in occasional conversations
over breakfast. Towards the end of the residential training, participants will
embark on a two-week Sensing Journey in a rural community to help them
connect lessons gained with the lives of real people.

THE PMDP CURRICULUM

The Senior Executives and Middle Managers Class curriculum offers courses that are
built around the three learning areas of Governance and Development, Strategic
Public Management and Personal Efficacy and Leadership.
