The foregoing Subchapters B to G, Order No. 132 provides, supersede old Subchapters A to E, inclusive. Parts 1 and 39 of old Subchapter A and Parts 50 and 67 of old Subchapter B are superseded by "Part 1--Rules of Practice and Procedure (Effective September 11, 1946)" of new Subchapter A; otherwise there are no changes in the old Subchapters except as to designations and captions.

The new Part 1 supersedes as of September 11, 1946, Parts 1 and 39 of the Commission's (pamphlet) "Rules of Practice and Regulations, with Approved Forms, effective June 1, 1938" (under the Federal Power Act), and also, Parts 50 and 67 of the Commission's (pamphlet) "Provisional Rules of Practice and Regulations under the Natural Gas Act, effective July 11, 1938". Save for redesignation, no change is made in the other parts of such regulations; they remain in effect, redesignated as "Regulations under Federal Power Act", and "Regulations under Natural Gas Act", respectively, with no other change except that old Parts 53, 54, 57, and 58 remaining in the Regulations under Natural Gas Act are redesignated as new Parts 153, 154, 157, and 158. Early revision of such Regulations (new Subchapters B and E) is contemplated.

Next following this Foreword, there is reproduced Commission Order No. 132, followed by a general Table of Contents for new Subchapter A, Parts 01, 02, 03 and 1. The individual parts then follow in the order named, prefaced by detailed Tables of Contents.

Future revisions of the General Rules, as may be adopted by the Commission, will be reproduced and made available either as revised pages to be substituted for existing pages of this pamphlet, or as new pages to be added to or inserted herein. This pamphlet has been, and future revisions and additions will be, issued in a form suitable for loose-leaf use.

The Commission, pursuant to the authority vested in it by the Federal Power Act, particularly Sections 209 and 309 thereof, and the Natural Gas Act, particularly Sections 16 and 17 thereof, and finding such action necessary and appropriate for carrying out the provisions of the said acts and of other authorities delegated the Commission by other statutes and by Executive Orders of the President, hereby adopts, promulgates, and prescribes the accompanying "Rules of Practice and Procedure", to become effective and be applicable to proceedings before the Commission initiated on or after September 11, 1946, and to supersede as of that date:

(a) Parts 1 and 39 of "Rules of Practice and Regulations, with Approved Forms, effective June 1, 1938" (under the Federal Power Act), as prescribed by Order No. 50, adopted April 19, 1938, and as amended by Order No. 60 of May 9, 1939, Order No. 83 of January 21, 1941, Order No. 88 of November 28, 1941, Order No. 92 of March 6, 1942, Order No. 104 of May 11, 1943, Order No. 121 of August 31, 1945, and Order No. 124 of January 22, 1946;

(b) Parts 50 and 67 of "Provisional Rules of Practice and Regulations under the Natural Gas Act, effective July 11, 1938",

as prescribed by Order No. 52 adopted July 5, 1938, as amended by Order No. 61 of May 9, 1939, Order No. 82 of January. 21, 1941, Order No. 89 of November 28, 1941, Order No. 93 of March 6, 1942, Order No. 105 of May 11, 1943, Order No. 122 of August 31, 1945, and Order No. 123 of January 22, 1946;

And, the Commission hereby approves for publication the accompanying statements of its organization, course and method of operation, and substantive rules and general policy and interpretations, and also approves for publication the accompanying designations and captions for inclusion in Chapter I, Title 18, Code of Federal Regulations, together with revised designations of the rules and regulations remaining in effect and contained therein, including the following:

This subchapter supersedes "Subchapter A--Rules of Practice and Regulations, Federal Power Act", with no change in the parts or part designations, except that Parts 1 and 39 have been superseded, as hereinbefore provided, by the accompanying "Rules of Practice and Procedure", Part 1 of new "Subchapter A--General Rules".

Subchapter C- Accounts, Federal Power Act

This subchapter remains unchanged as to its designation, parts and part designations.
