§ 1.52 Division of Raw Materials.

(a) The Division of Raw Materials develops and executes the AEC's programs, both domestic and foreign, involving evaluation of resources, the production and acquisition of source materials, and the procurement of certain special materials, and advises the Assistant General Manager for Plans and Production on uranium ore and concentrate procurement.

(b) The Division supervises the Grand Junction Office.

(c) The Director, Division of Raw Materials, is authorized and directed to exercise contract authority as described in § 1.5(b) with respect to the procurement of source material and the operation of the Grand Junction Office except that such authority is limited to $10,000,000 under § 1.5 (b) (1) (i). Within the scope of his functions, he is responsible for assuring that adequate provisions are made for the health and safety of Government and contractor personnel, and of the general public, and for further assuring that these functions are executed in a manner that protects Government and contractor personnel and the general public against atomic energy induced radiation and all other health and safety hazards arising from the performance of these functions.

§ 1.53 Division of Plans and Reports.

The Division of Plans and Reports (a) recommends systems to increase effectiveness of program planning, project control and reporting; (b) assists in preparation of long-range plans; (c) prepares consolidated plans, planning reports, project and program progress reports for AEC management and others; (d) provides advice and assistance to field offices and Headquarters in the use of project control and planning systems; and (e) analyzes and reports project control data.

§ 1.55 Division of Operations Analysis and Forecasting.

The Division of Operations Analysis and Forecasting (a) evaluates existing and proposed technical programs, short and long-range AEC technical objectives and optimum use of facilities in meeting over-all schedules; and (b) provides long-range forecasts of requirements for nuclear materials and assists in the development of prices and charges for materials and services furnished to industry.

THE ASSISTANT GENERAL MANAGER FOR RESEARCH AND DEVELOPMENT

§ 1.60 Office of the Assistant General Manager for Research and Develop

ment.

The Assistant General Manager for Research and Development (a) directs, reviews and coordinates for the General Manager all non-weapons research and development programs of the national laboratories, including the evaluation of over-all AEC research and development objectives, recommendations for changes in program direction, identification of major problem areas and recommending

(b) Develops policies, standards, and procedures and provides AEC-wide services relating to the functions and responsibilities assigned to the Divisions of Research, Biology and Medicine, Isotopes Development, Nuclear Education and Training, and Peaceful Nuclear Explosives.

(c) provides a central point for the development of policy, planning, assistance, coordination, and reporting with respect to all nuclear education programs within the AEC.

(d) plans, coordinates, and acts for the General Manager in directing the activities of the assigned divisions and the Brookhaven Office.

(e) is authorized and directed by the General Manager to (1) exercise contract authority as described in § 1.5(b), except that such authority, with respect to contracts, is limited to the programs of the Brookhaven Office, the Naval reactor development program, and the space nuclear propulsion, and shall not exceed $5,000,000 for each individual action associated with the programs of the Brookhaven Office, the Naval reactor development program and the space nuclear propulsion program; (2) enter into, extend, modify and terminate agree

ments with other government agencies as needed to carry out programs under his direction, not to exceed $5,000,000 for each such action; and (3) approve grants under the provisions of section 31b of the Atomic Energy Act, as amended, not to exceed $500,000 for each such action.

(f) within the scope of his functions, is responsible for assuring that adequate provision is made for the health and safety of government and contractor personnel, and of the general public, and for further assuring that these functions are executed in a manner that protects government and contractor personnel and the general public against atomic energy induced radiation and all other health and safety hazards arising from the performance of these functions.

DIVISION REPORTING TO THE ASSISTANT GENERAL MANAGER FOR RESEARCH AND DEVELOPMENT

§ 1.61 Division of Research.

The Division of Research develops, coordinates, and supervises programs of research in the fields of physics, mathematics, chemistry, metallurgy, solid state physics, ceramics and materials, and programs in various fields of science and technology relating to the development of controlled thermonuclear reactions. The Director, Division of Research, is authorized and directed, as required, to:

(a) Enter into, extend, modify, and terminate agreements with other governmental agencies; provided, that the following actions shall be submitted for approval of the Assistant General Manager for Research and Development or of higher authority, as required: (1) Any individual agreement or extension, modification, or termination of an agreement involving more than $2,000,000; (2) any new or unusual type of transaction, which, in the judgment of the Director, may be of interest to the General Manager or the Commission.

(b) Represent the AEC in all matters relating to agreements made under his authority or assigned to him for administration.

(c) Delegate in writing, the authority granted above, subject to the further limitation that authority for individual agreement tranactions involving not more than $100,000 may be redelegated without power of further redelegation to others.

§ 1.62

Division of Biology and Medicine. (a) The Division of Biology and Medicine develops and administers programs in (1) medical research, (2) biological research, (3) environmental sciences research, and (4) the application of radioisotopes in the solution of disease mechanisms and biological and agricultural problems.

(b) The Division of Biology and Medicine develops technical criteria for use in the design of protective construction related to civil defense activities, and coordinates proposals for civil effects experiments in conjunction with weapons tests. It provides technical assistance in the development of policies, procedures, and design criteria for dispersal of facilities, personnel shelters, and protective construction.

(c) The Division of Biology and Medicine administers an AEC-wide program for the design, development, standardization, procurement and testing of radiation detection instruments.

(d) The Division of Biology and Medicine administers an AEC-wide program of fallout studies which includes the measurement of radioactive byproducts, their concentrations, redistribution, and mechanisms of translocation in the atmosphere, soils, fresh waters, oceans, and the biosphere proper.

(e) The Director, Division of Biology and Medicine, is authorized and directed to:

(1) Enter into, extend, modify, and terminate agreements with other governmental agencies: Provided, That the following actions shall be submitted for approval of the Assistant General Manager for Research and Development or of higher authority, as required:

(i) Any individual agreement or extension, modification, or termination of an agreement involving more than $1,000,000;

(ii) Any new or unusual type of transaction, which, in the judgment of the Director, may be of interest to the General Manager or the Commission.

§ 1.63 Division of Peaceful Nuclear Explosives.

The Division of Peaceful Nuclear Explosives (a) develops and administers re

search development and engineering programs and policies for utilizing nuclear explosives for peaceful purposes (Plowshare Program); (b) evaluates proposals involving peaceful use of nuclear detonations and recommends action to the Assistant General Manager for Research and Development; (c) approves initiation and implementation of specific projects; (d) conducts activities to promote the further development of applications of peaceful nuclear explosives; (e) establishes technical characteristics and requirements for nuclear explosives devices for peaceful purposes; (f) gives program direction to the Lawrence Radiation Laboratory, other AEC laboratories, and the Operations Offices with respect to Plowshare program, and (g) assures in carrying out the above functions and responsibilities, that adequate provision is made for the health and safety of Government and contractor personnel and of the general public. § 1.64 Division of Isotopes Develop

ment.

(a) The Division of Isotopes Development develops and directs programs for (1) accelerating the development of widespread applications of radioisotopes and high-intensity radiation; (2) radioisotope production, process development, pricing and marketing; and (3) encouraging private production and distribution of isotopes.

(b) The Director, Division of Isotopes Development, is authorized and directed by the General Manager to: (1) Enter into, extend, modify, and terminate agreements with other governmental agencies; provided, that the following actions shall be submitted for approval of the Assistant General Manager for Research and Development or of higher authority, as required:

(i) Any individual agreement or extension, modification, or termination of an agreement involving more than $250,000;

(ii) Any new or unusual type of transaction, which, in the judgment of the Director, may be of interest to the General Manager or the Commission.

(2) Represent the AEC in all matters relating to agreements made under his authority or assigned to him for administration.

§ 1.65 Division of Nuclear Education and Training.

(a) The Division of Nuclear Education and Training develops and administers nuclear education and training programs in nuclear science and engineering; the use of isotopes in the physical and engineering sciences; radiation biology and the life sciences; health physics; industrial medicine and industrial hygiene.

(b) The Director, Division of Nuclear Education and Training, is authorized and directed to:

(1) Enter into, extend, modify and terminate agreements with other governmental agencies; and approve educational grants pursuant to section 31b of the Act: Provided, That the following actions shall be submitted for approval of the Assistant General Manager for Research and Development or of higher authority as required:

(i) Any individual agreement or extension, modification, or termination of an agreement, or grant, involving more than $250,000;

(ii) Any new or unusual type of transaction, which, in the judgment of the Director, may be of interest to the General Manager or the Commission.

(2) Represent the AEC in all matters relating to agreements and grants made under his authority or assigned to him for administration.

§ 1.66 Office of the Assistant General Manager for Reactors.

(a) The Assistant General Manager for Reactors (1) plans, directs and administers policies and programs for the development, improvement and safety of nuclear reactors, isotopic power systems and associated technology, equipment, processes, materials, and facilities; (2) furnishes technical direction for, reviews and coordinates reactor research and development programs of the AEC multiprogram laboratories; and (3) directs and coordinates for the General Manager the Divisions engaged in carrying out these functions.

(b) For the purpose of the naval reactor and the space nuclear propulsion programs, the Assistant General Manager for Reactors has contract authority as described in § 1.5(b).

§ 1.67 Division of Reactor Development and Technology.

(a) The Division of Reactor Development and Technology conducts programs for research and development of reactor technology for the improvement of nuclear reactors including civilian and assigned military reactors, advanced reactor technology and advanced nuclear systems (including systems for nuclear auxiliary power, both reactor and isotopic systems) for use on land and sea, the safety of reactors and nuclear systems, and the improvement of equipment, processes, materials, and facilities associated with assigned functions.

(b) Within the scope of its functions the Division is responsible for assuring that adequate provision is made for the health and safety of Government and contractor personnel and of the general public against atomic energy induced radiation and all other health and safety hazards arising from the performance of these functions.

(a) The Division of Naval Reactors directs and administers programs for the development of reactors for naval ship propulsion; maintains liaison with the Department of the Navy in carrying out approved naval reactor programs; directs assigned civilian power reactor projects, including the Shippingport Pressurized Water Reactor; and supervises the Pittsburgh and Schenectady Naval Reactors Offices.

(b) For the purposes of carrying out assigned functions, the Director has contract authority as described in § 1.5(b).

(c) The Director is authorized to make the determinations, where appropriate, pursuant to Parts 30, 40, 50, and 70 with respect to contracts under his authority: That exemptions of individual AEC prime contractors and subcontractors from AEC licensing requirements are authorized by law; and that, under the terms of a contract or subcontract, there is adequate assurance that the work under it can be accomplished without undue risk to public health and safety. These determinations must be made with the advise of the General Counsel and after consultation, as appropriate, with the Director of Regulation. The authority in this paragraph (c) may not be redelegated.

(d) Within the scope of its functions the Division is responsible for assuring that adequate provision is made for the health and safety of Government and contractor personnel and of the general public, and for the protection of Government property, and to assure that the functions are executed in a manner which protects Government and contractor personnel and the general public against atomic energy-induced radiation and all other health and safety hazards arising from the performance of assigned functions.

§ 1.69 Division of Space Nuclear Sys

tems.

(a) The Division of Space Nuclear Systems develops, directs, and supervises programs for space nuclear research and development, including field office supervision of:

(1) The Space Nuclear Propulsion Office, which directs and administers the joint AEC-National Aeronautics and Space Administration (NASA) programs for development, research, planning, and test of space nuclear rocket and isotopic propulsion systems.

(2) The Space Electric Power Office, which directs and administers programs for development of space reactor and isotopic electric power systems, including systems for nuclear auxiliary power, space-directed advanced reactor concepts, and related advanced research and development.

(b) For the purposes of carrying out assigned functions, the Manager, Space Nuclear Propulsion Office, has contract authority as described in § 1.5(b), except that the financial limitation on individual transactions stated in § 1.5(b) (1) (i) is $1,000,000. The authority is subject to such other limitations as may be imposed by NASA when the transactions involve use of NASA funds, or jointly by AEC and NASA.

(c) The Division assures that adequate provision is made for the health and safety of Government and contractor personnel and the general public against the hazards of atomic energy-induced radiation and all other health and safety hazards arising from the performance of assigned functions.

§ 1.70

Office of the Assistant General Manager for International Activities. The Assistant General Manager for International Activities:

(a) Develops policies, standards and procedures, and provides AEC-wide-service relating to the functions and responsibilities assigned to the Divisions of International Affairs and Special Projects;

(b) Participates in international programs conducted under the auspices of the United Nations, the International Atomic Energy Agency, and other international organizations;

(c) Is authorized and directed to exercise contract authority as described in § 1.5(b) with respect to contracts and grants associated with the authorized responsibilities of the Division of International Affairs not to exceed $300,000 for each such action.

(c) Coordinates the development of requirements for special nuclear materials needed in the program of international cooperation; and

(d) Exercises contract authority as described in § 1.5(b) with respect to contracts and grants associated with his assigned responsibilities not to exceed $300,000 for each such action.

§ 1.82 Division of Technical Information.

(a) The Division of Technical Information (1) administers AEC programs for the dissemination of classified and unclassified scientific information; (2) administers the operation of the Technical Information Extension at Oak Ridge, Tenn., which provides central AEC publishing, reference, document collection, and standard and special distribution services; (3) develops AEC-wide policies, standards and procedures for technical information services, and appraises the technical information programs of operations offices; (4) reviews and approves or otherwise disposes of requests for foreign transmission of (i) classified documents pursuant to Civil Uses Agreements for Cooperation and (ii) Official Use Only documents; and (5) plans, coordinates, and administers programs for international and domestic technical conferences and exhibits, including demonstrations and displays.

(b) The Director, Division of Technical Information, is authorized and directed to: (1) Exercise contract authority as described in § 1.5 (b) with respect to contracts for the purpose of carrying out activities associated with his assigned responsibilities for conferences and exhibits, not to exceed $300,000 for each such action; and (2) act as the representative of the AEC in all matters relat
