A BILL

To improve the conduct and regulation of Federal election campaign activities and to provide public financing for such campaigns.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Clean Elections Act of 4 1973".

TITLE I-FEDERAL ELECTIONS COMMISSION

SEC. 101. Except as otherwise expressly provided, when7 ever in this title a reference is made (by way of amendment, 8 repeal, or otherwise) to a section, title, or other provision, 9 the reference shall be considered to be made to a section,
