the Duty, if it should be farmed, or to the Person appointed for that purpose by the Public Functionary whom it may concern.

With respect to the lambs, kids, and other animals which are already slaughtered, the duty shall be levied upon them when they are brought to the respective Population, for which purpose the Places to be named for the sale of them shall be limited by the Public Functionary to the number proportioned to each District.

With respect to fresh fish, wherever there may already be a Duty, the present new Duty shall be added to the same, in order that it may be collected according to the same regulations; where, however, there may not already be a Duty, it shall be collected in the more certain and expeditious form which the Public Functionary may deem suitable.

Lastly, with regard to salted fish, pickled and dry, the Tax shall be paid in conjunction with the Customs' Duties, if there be any. And, since all the Shopkeepers and Public Dealers are provided with this article, and, moreover, since there is a great quantity of it in the possession of the Speculators and Proprietors, who have paid the Duties of Customs upon it, on which account the payment for such portions cannot be made in the manner already pointed out; it is therefore ordered, that all the Public Dealers and Speculators who have made their purchases, and all the other Proprietors who have already paid the Customs' Duties, or are not obliged to pay them, under what title or for what reason soever, shall declare, in the course of 8 days, the quantity which is in their possession on the day of the publication of the Edict, and shall pay the Duty within 15 days, under a penalty of 6 times the amount thereof, 1-third of which shall belong to the Informer, and the other 2-thirds to the Treasury.

7th. His Majesty orders, lastly, that in conformity with what is prescribed in the XVIIth Article, there shall be carried to a Separate Account, the produce of the Duty upon meat of every species, and upon fresh and salted fish, and, in like manner, the produce of the Tax and Additional Tax upon animals employed in drawing private Carriages or hired Vehicles throughout the Kingdom, and upon those used with saddles in Palermo, Messira, and Catania; and that a principal sum of 23,030 ducats, shall be carried to the same Account, out of the Tax upon animals of other species; and that the produce of the said Duties, together with the above-mentioned sum of 23,030 ducats, shall be remitted by the Segreti, for the purpose, as already pointed out, of being distributed among the Creditors, after being deposited in the Public Bank, under the following title :-" Royal Treasury General, Separate Account of the Deposit of 150,000 Ducats, for a Sinking Fund to pay off the Arrears of Debts."

DECREE of The King of the Two Sicilies, containing the Estimates of the Revenue and Expenditure of the Kingdom of Naples, for 1817.-Naples, 29th January, 1817.

FERDINAND the Ist, by the Grace of God, King of the Kingdom of the 2 Sicilies, &c.

Upon the proposition of our Secretary of State, and Minister of Finance, we have resolved to decree, and we do decree, as follows:

ART. I. The Revenues to be raised by the Treasury-General of our Dominions on this side of the Faro, for the Year 1817, are estimated at the sum total of 20,061,000 ducats, with the following distinction: that is, 17,961,000 on the absolute account of the Treasury-General, and 2,100,000 not available by the Treasury, but to be paid over to the Ministry of Internal Affairs.

II. The Credits to be opened in favour of the different Ministries, are fixed in the following manner :

III. For the difference, between the Expenditure and the Revenue, of 3,548,231., 21 ducats, the sum corresponding with the maintenance of the German Troops, and the annual rate of the reimbursement made to Austria for the expenses of the War, and for a further sum of about 600,000 ducats, our Secretary of State and Minister of Finance is authorized to provide, by Loans; the interest and capital of which shall be extinguished in the following years, either by means of negotiable Securities, or by other forms of Conventions of Debts, Abroad or within the Kingdom, so that for the present year the balance may be supplied in the least expensive manner.

IV. Our same Secretary of State and Minister of Finance, and all our other Ministers and Secretaries of State, are charged with the execution of the present Decree, each with the part which regards himself.

CONVENTION between Prussia and Saxony, for the final settlement of Accounts, relating to the Saxon "Perequation,' "Equivalent-Contribution," and "Central Tax" Funds.Concluded, (under the Mediation of Austria,) at Dresden, the 23rd of July, 1817.

Convention über die Peräquations-Lieferungs-Aequivalent geider-und Centralsteuer-Angelegenheiten.

Zu endlicher Ausgleichung, sämmtlicher, in Hinsicht der Peräquations-Lieferungs-Aequivalentgelder-und Centralsteuer-Angelegenheiten, hervorgekommenen Anstände, haben sich beide, mit dem Vollzug des Wiener Friedenstractats, vom 18 May, 1815, beauftragte Königl. Commissionen, unter Mitwirkung des Oesterreichischen Kaiserlichen Vermittelungscommissairs, Freyherrn von Gärtner, nach gepflogenem Einvernehmen mit den hierzu erwählten ständischen Deputirten, fol gendermaassen vereiniget.

ART. 1. (General Scale of Division)-Als allgemeiner activer und passiver Abtheilungsmaasstab, wird, nach dessfalls angestellten möglichst genauen calculatorischen Untersuchungen, angenommen; dass, bey der Peräquationsanstalt, Preussen mit vierhundert und zehn Eintausendtheilen; Sachsen mit fünfhundert und neunzig Eintausendtheilen; hingegen, bey der Centralsteueranstalt, Sachsen mit fünf

hundert drey und vierzig und ein halb Eintausendtheile; und Preussen mit vierhundert sechs und funfzig und ein halb Eintausendtheile zu concurriren habe.

II. (Average for War Advances.)-Da eine genaue Erörterung und Berechnung, der in beiden Landestheilen annoch rückständigen, aus Kriegsprästationen oder aus rücksichtlich derselben, geschlossenen Contracten und Accorden herrührenden Forderungen, nur nach sehr langwierigen, mit kaum zu besiegenden Schwierigkeiten verbundenen Liquidationen möglich werden würde; so ist man übereingekommen, besagte Rückstände, nicht nach dem im vorigen § bemerkten Maasstab, unter beiden Landestheilen abzutheilen, sondern einen Durchschnitt eintreten zu lassen.

III. (Division of Average.)-Dieser Durchschnitt wird, hindsichtlich der, nicht auf Contracten oder Accorden beruhenden, hier in Frage stehenden Forderungen, so gemacht, dass jeder Landestheil die Berichtigung der, seinen Unterthanen, für die auf sie gefallenen Kriegsprästationen, gebührenden und zur Befriedigung geeigneten Entschädigungen übernimmt; ohne dass hierüber weitere Abrechnungen zwischen den beiden Landestheilen Statt finden. Der Ort, von welchem die Leistung geschehen ist, bestimmt den Landestheil, welcher die Entschädigung zu bewirken hat; wenn auch derjenige, durch welchen sie geschehen ist, und welcher nun die Vergütung zu fordern hat, seinen Aufenthalt verändert haben sollte.

IV. (Advances under Contracts.)-So viel hingegen die, aus Contracten oder Accorden, erwähnter Art herrührenden Rückstände anlangt, so werden diese ebenfalls ohne weitere Abrechnung unter den Landestheilen, von demjenigen Landestheil übernommen, in welchem die contrahirende Behörde ihren Sitz hatte. Der Ort, wohin die contract.oder accordmässige Leistung zu geschehen hatte, kommt dabey so wenig, als die Person des Unternehmers in Betrachtung.

Hiernach fallen die, von den Etapen-Behörden der getheilten Kreise, contrahirten Schulden demjenigen Landestheile zur Last, in welchem sich der Ort der Etape befindet. Nur die Lazarethschulden sind, nach dem Orte zu beurtheilen, wo sich das Lazareth befand, für welche sie contrahirt wurden. Sie fallen dem Landestheile zur Last, in welchem sich das Lazareth befunden hat.

V. (Advantages conceded to the Duchy.)-In folge approximativer Berechnung der Anforderungen der Unterthanen beider Landestheile, hat man sich vereinigt: dem Herzogthume, für die, in den vorhergehenden § § ausgedrückte generelle Uebernahme, die in den §§ 30 und 31, hiernächst näher bezeichneten Vortheile einzuräumen.

VI. (Statement of Balances.)-Die, von vorigen PeräquationsLieferungs-Aequivalentgelder-und Centralsteuer-Ausschreiben noch herrührenden Reste, bezieht jeder Landestheil gleichmässig, ohne weitere Nachrechnung mit dem andern Landestheil. Sogleich nach
