The subcommittee met at 10 a.m., pursuant to notice, in room 1114, New Senate Office Building, Senator Claiborne Pell (chairman of the subcommittee) presiding.

Present: Senators Pell (presiding), Randolph, and Nelson.

Committee staff present: Stephen J. Wexler, counsel; Richard D. Smith, associate counsel; and Roy H. Millenson, minority professional staff member.

Senator PELL. The Subcommittee on Education will come to order. Today we start 2 days of hearings on Senator Gaylord Nelson's bill on environmental education S. 3151, and the bill introduced by Mr. Goodell S. 3237. We also have before the committee Senator Nelson's Environmental Career Fellowship Act, S. 3809.
