Attached to the Petition were photocopies of the following: 1) Certification from the Office of the Civil Registrar of the City of San Fernando, Pampanga dated April 15, 2008 pertaining the death of Mauro Tangcuangco (Annex "A"); 2) Certificate of Death of Ceferina Manio Tangcuangco under Registry No. 2009-221, issued by Carmelita N. Ericta, Administrator and Civil Registrar General, National Statistics Office (Annex "B"); 3) Certified True Copy of Tax Declaration of Real Property under TD No. AA-05010-00048 dated January 1, 1996, pertaining the property located in Gulap, Candaba, Pampanga (Annex "C"); 4) Certified True Copy of Tax Declaration of Real Property under TD No. AA-0501000047 dated January 1, 1996 pertaining the property located in Gulap, Candaba, Pampanga (Annex "D"); 5) Extra Judicial Settlement of the Estate of the Deceased Spouses Mauro Tangcuangco and Ceferina Manio-Tangcuangco with Agreement of Subdivision executed on February 3, 2010 (Annex "E"); 6) Survey and Subdivision Plan of the subject property in accordance with the Extra Judicial Settlement of the Estate executed by the Heirs of Deceased Spouses Mauro Tangcuangco and Ceferina Manio Tangcuangco (Annex "F"); 7) Technical Description of the subject property described as Lot-436-D registered in the name of Lamberto Tangcuangco issued by Mr. Edilberto S. Singian, Chief, Technical Services Section (Annex "G"); 8) Technical Description of the subject property described as Lot-436-C registered in the name of Lamberto Tangcuangco issued by Mr. Edilberto S. Singian, Chief, Technical Services Section (Annex "H"); 9) Technical Description of the subject property described as Lot-436-B registered in the name of Lamberto Tangcuangco issued by Mr. Edilberto S. Singian, Chief, Technical Services Section (Annex "I"); 10) Technical Description of the subject property described as Lot-436-A registered in the name of Lamberto Tangcuangco issued by Edilberto S. Singian, Chief, Technical Services Section (Annex "J"); and 11) Official Receipt No. 0247372 dated April 23, 2008 issued by the Office of the Treasurer, Municipality of Candaba, Province of Pampanga (Annex "K").

Finding the Petition to be sufficient in form and substance, this Court hereby:

(a) sets the case for hearing on April 2, 2012 at 9:00 o'clock in the morning;

(b) orders Petitioners (1) to serve within twenty four (24) hours from receipt of this Order, copies of the Petition and its annexes, to the Office of the Solicitor General of the Philippines at 134 Amorsolo Street, Legaspi Village, Makati City, the Office of the Provincial Prosecutor, City of San Fernando, Pampanga, the Land Registration Authority, East Avenue, Quezon City, the Regional Technical Director, Department of Environment and Natural Resources, Region III and the Register of Deeds of Pampanga, Capitol Compound, City of San Fernando, Pampanga; and (2) to show proof of said service to this Court;

(c) orders all persons interested in this Petition (1) to appear on said date and time before this Court-Regional Trial Court, Branch 42, City of San Fernando, Pampanga; (2) to show cause, if any, why the Petition should not be granted;

(d) orders the Solicitor General to enter his appearance in this case for the State within twenty four (24) hours from receipt of this Order.

(e) orders the Branch Clerk of Court to furnish copies of this Order to the Petitioners, the counsel, the Solicitor General, the Provincial Prosecutor of Pampanga, the Administrator, Land Registration Authority, the Regional Technical Director, Department of Environment and Natural Resources, Region III, and the Register of Deeds of Pampanga.

(f) In addition, pursuant to OCA Circular No. (108-2010, "Guidelines for the Temporary Replacements of Clerks of Court in the Handling of Case/s from which they are Disqualified under Section 1, Rule 137 of the Rules of Court, as amended", in relation to A.M. No. 08-4-1-SC), the counsel for the Petitioner's, is hereby ordered to file

on or before the presentation of jurisdictional facts a written manifestation under oath, in which it is declared whether or not he or his clients are related to the Clerk of Court of this Branch, stating therein the degree of relationship by affinity or consanguinity.

Further, let the Petitioners at their expense publish the copies of this Order in Two (2) successive issues of the Official Gazette, National Printing Office, Diliman, Quezon City. Moreover, the Sheriff of this Court is hereby directed to post this Order at the Bulletin Board of the Pampanga Provincial Capitol, City of San Fernando, Pampanga; the Regional Trial Court, City of San Fernando, Pampanga; the Municipal Hall of Candaba, Pampanga, the Barangay Hall of Gulap, Candaba, Pampanga. Likewise, the Petitioners are directed to pay the amount of Five Hundred (PhP500.00) Pesos to the Office of the Department of Justice, City of San Fernando, Pampanga, as appearance fee of the Public Prosecutor and through whose office the Solicitor General shall be represented in the proceeding, and to show proof to the Court of such payment made on or before April 2, 2012.

5. The aforesaid property was purchased by Jose C. Ceballos from the BDC through a Deed of Sale with Assumption of Mortgage on June 28, 1989, in the amount of P 289,222.91. The property was paid by Mr. Ceballos through the loan from the Home Development and Mutual Fund (HDMF) of P 192,399.91 and the balance of P 96,823.00 was paid through monthly amortization to BDC.

6. In the interim, the Petitioner filed with the Land Registration Authority (LRA) an application for the administrative reconstitution of various titles covering its properties located in Quezon City, that were affected by the fire on June 11, 1988. The case was docketed as Adm. Reconstitution No. Q-299(91), entitled "In the Matter of Administrative Reconstitution of the Original Copies of Transfer Certificates of Titles Nos. 14594, et al., in the Registry of Deeds of Quezon City (Republic Act. 6732, Benedicto V. Dakanay, et al., Petitioners".
