A BILL

To authorize the Commissioner of Education to award fellowships to persons preparing for environmental careers.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Environmental Career 4 Fellowships Act".

AWARD OF FELLOWSHIPS

SEC. 2. The Commissioner of Education is authorized 7 to award fellowships in accordance with the provisions of this 8 Act for graduate or professional study for persons who plan 9 to pursue environmental careers, in such fields as ecology, 10 hydrology, chemistry, biology, and engineering related to the 11 control of environmental pollution.

ALLOCATION OF FELLOWSHIPS

SEC. 3. The Commissioner shall allocate fellowships 3 under this Act among institutions of higher education with

4 programs approved under the provisions of this Act for the

5

use of individuals accepted for study in such programs, in such 6 manner and according to such plan as will insofar as practi7 cable provide for an equitable distribution of such fellowships 8 throughout all regions of the Nation.

10 SEC. 4. The Commissioner may approve a program of 11 study as eligible for fellowships under this Act only upon 12 application by an institution of higher education and only 13 upon his finding

(1) that such program has as a principal or significant objective the education of persons for environmental careers, including professional or technical occupations for which there is a significant need in environmental fields;

(2) that such program will expand opportunities for persons to undertake graduate or professional study

in preparation for environmental carcers;

(3) that such program is in effect and of high quality, or can readily be put into effect and may reasonably

be expected to be of high quality;

(4) that the institution provides satisfactory assur

ance that it will recommend to the Commissioner, for the

award of fellowships under this Act, only persons who

have demonstrated to the satisfaction of the institution a

serious intent to pursue an environmental career upon completing the program; and

(5) that such institution agrees to accept the costof-education allowance provided under section 6(b) of this Act in lieu of any tuition or fees which would otherwise be charged to fellowship recipients for their course of study.

PROGRAM DEVELOPMENT GRANTS

SEC. 5. In order to expand the number of opportunities 13 for graduate and professional study for persons preparing to serve in environmental careers and to achieve an appropriate geographical distribution of high quality programs offering 16 such opportunities, the Commissioner is authorized to make grants to or contracts with institutions of higher education to pay part of the cost of developing or strengthening pro

grams of graduate or professional study which meet, or as a 20 result of the assistance received under this section will be

21 enabled to meet, the requirements for an approved fellow

ship program in accordance with section 4 of this Act.

STIPENDS AND COST-OF-EDUCATION ALLOWANCES

SEC. 6. (a) The Commissioner shall pay persons

awarded fellowships under this Act such stipends (including

such allowances for subsistence and other expenses for such

2 persons and their dependents) as he may determine to be

3 consistent with prevailing practices under comparable fed4 erally supported programs.

5 (b) The Commissioner shall (in addition to the stipends 6 paid to persons under subsection (a)) pay to the institution 7 of higher education at which such person is pursuing his 8 course of study a cost-of-education allowance of such amount 9 as the Commissioner may determine to be consistent with 10 prevailing practices under comparable federally supported

programs.

AUTHORIZATION OF APPROPRIATIONS

SEC. 7. For the purpose of carrying out this Act, there 14 are authorized to be appropriated $50,000,000 for the fiscal 15 year ending June 30, 1971, $100,000,000 for the fiscal year 16 ending June 30, 1972, $150,000,000 for the fiscal year 17 ending June 30, 1973, and $200,000,000 for each succeed18 ing fiscal year.
