STATE ENERGY CONSERVATION

PLAN HANDBOOK

PREFACE

Part C, Title III of the Energy Policy and Conservation Act
of 1975 establishes a program for State energy conservation
plans designed to promote the conservation of energy and
reduce the rate of energy demand growth. The Act authorizes
FEA to establish guidelines and procedures for the program
and to grant financial and technical assistance to the 56
eligible States in support of their energy conservation
plans. Five million dollars for planning assistance has
already been awarded to the States in accordance with pro-
cedures described in the Feasibility Report Guidelines issued
on February 20, 1976, and in the "Handbook for Feasibility
Report and Application for Financial Assistance" which was
distributed to the States in March 1976.

This second handbook describes procedures to be followed in applying for financial assistance for the implementation of State energy conservation plans. It is divided into three major parts: Grant Application and Review Requirements, Description of Required Program Measures, and Description of Additional Program Measures.

The handbook is to be used in conjunction with the State Energy Conservation Plan Guidelines which set forth the legal requirements for the program; and with the materials in the State Energy Conservation Program Source Book, in particular the Grants-in-Aid Management Handbook which describes the administrative procedures governing the program.

Due to the lead time necessary for editing and final printing there may be come minor discrepancies between the handbook and the final guidelines for the State energy conservation plans. Where such discrepancies occur, the guidelines have precedence.
