depor 45 5-4-77 STATE ENERGY CONSERVATION PLAN HANDBOOK PREFACE Part C, Title III of the Energy Policy and Conservation Act This second handbook describes procedures to be followed in applying for financial assistance for the implementation of State energy conservation plans. It is divided into three major parts: Grant Application and Review Requirements, Description of Required Program Measures, and Description of Additional Program Measures. The handbook is to be used in conjunction with the State Energy Conservation Plan Guidelines which set forth the legal requirements for the program; and with the materials in the State Energy Conservation Program Source Book, in particular the Grants-in-Aid Management Handbook which describes the administrative procedures governing the program. Due to the lead time necessary for editing and final printing there may be come minor discrepancies between the handbook and the final guidelines for the State energy conservation plans. Where such discrepancies occur, the guidelines have precedence.
