Please provide for the record any correspondence between the Department of Defense and the company regarding the placement of Bobby Dale Patterson in the Executive Interchange position with the company. Did the company request an individual from this program? If so, did the company specify what type of individual it would desire? Were there any precautions taken to guard against any conflicts of interest? Answer. There was no correspondence between the Department of Defense and the corporation regarding the placement of Bobby Dale Patterson. The corporation did not request an individual from the Executive Interchange Program. Rather, the President's Commission on Personnel Interchange initiated Mr. Patterson's hiring by submitting to the corporation the biographical forms of the individuals nominated for participation in the Program, including Mr. Patterson. Subsequently, the Assistant Executive Director of the Commission arranged for the corporation to interview Mr. Patterson. While at Northrop, precautions were taken by Mr. Patterson and the corporation to avoid conflicts of interest. This letter is in response to yours of December 10th which requested certain information concerning the Department of Defense inquiry into the acceptance of gratuities by DoD personnel from the Northrop Corporation at its Eastern Shore hunting facility. The criteria used by the Department of Defense and the military Services for deciding the officials to whom admonitions would be sent was that military personnel who attended the facility while on active duty and civilian personnel who attended the facility while permanently employed and are still employed by the Department of Defense would be admonished. The determinations to send letters of admonition to the personnel of each Department of Defense component were made respectively by the Deputy Secretary of Defense, the Secretary of the Air Force and the Chief of Naval Operations.
