We believe that the above principles are applicable not only to the present case of the inspection of grain in the export trade, but to all types of Federal government functions being considered for "contracting-out" to private business or to state government agencies. STATEMENT OF FRED V. HEINKEL, PRESIDENT, NATIONAL FARM COALITION Mr. Chairman, The National Farm Coalition urges prompt action be taken to restore credibility to the U.S. grain inspection system and to the quality of U.S. grain in domestic and world markets. We deplore incidents of improper grain grading, weighing, and certification of the cleanliness of ships being loaded with grain for export. U.S. farmers produce and promote quality products in a competitive market. The 1975 grain crop is presently being harvested. The grain inspection scandal affects income to producers on this crop and our credibility and competitiveness in all markets. We urge that you prevail upon the Secretary of Agriculture to take administrative action to assure buyers of U.S. grain that it will be properly weighed and graded according to U.S. standards. We urge full and effective investigation, legal action against those found in violation of the law and corrective legislative action to re-establish an equitable grain inspection system. We must have fair and honest grain grading and weighing and inspections throughout the entire marketing chain—from the farm to point of export or domestic use.
