DEAR MR. ATTORNEY GENERAL: On behalf of the Committee on Rules and Administration of the United States Senate, I hereby request that you direct the Federal Bureau of Investigation to launch immediately a full-scale investigation into the qualifications and fitness of the Honorable Nelson A. Rockefeller to be Vice President of the United States.

I would appreciate very much your giving me your estimate of the time which would be required by the Bureau to conduct a complete and thorough investigation.

DEAR MR. CHAIRMAN: On behalf of the Committee on Rules and Administration of the United States Senate, I am writing to request the assistance of the Joint Committee on Internal Revenue Taxation in connection with the investigation by this Committee into the qualifications and fitness of the Honorable Nelson A. Rockefeller to be Vice President of the United States.

Specifically, it would be of great assistance to our Committee if the Joint Committee would request and obtain from the Internal Revenue Service the Federal income and other tax returns filed by the nominee (or any other returns which might bear directly on the nominee's income or holdings) for the period beginning with calendar year 1968 (a total of six [6] years).

A further request that the Joint Committee's tax experts be directed to study and analyze these returns, summarize them and make available to our Committee their report and summary, including particularly any information which might have a bearing on the qualifications and fitness of the nominee.

DEAR MR. ROCKEFELLER: I extend my heartiest congratulations to you on your nomination to be Vice President of the United States.

Your nomination has been received by the Senate and referred to the Committee on Rules and Administration which is charged with the responsibility of investigating your qualifications and fitness to serve in this high office.

On behalf of the Committee, I am writing to request your cooperation with respect to information about your personal health and finances into which we are bound by our responsibilities to inquire.

Specifically, we would appreciate your instructing any and all physicians, psychiatrists, and psychologists, or other medical specialists whose patient you may be or may have been to answer freely any questions put to them by the Committee or its investigators.

We request also that you provide to the Committee full financial information, including Federal and State Income Tax Returns during the period beginning with calendar year 1968 (a total of six [6] years), and full information on your assets, liabilities, and net worth.

As you would understand, our Committee will be especially concerned with any aspects of your income or holdings which might in any way represent a conflict of interest.

In addition, we would be grateful for a copy of your official biographical sketch to be included as a part of the record of the Committee's hearings on your nomination.
